The term has a couple of meanings. If we ignore the shitty one which means all Punk with German lyrics, there is still the original use of the term, which referred to a (West) German Punk sound close to Hardcore Punk, but with occasional traces of Street Punk, Oi! or Metal.
Ton Steine Scherben arguably started it all (at least ideologically), even though they're much closer to (Prog/60s) Rock than to Hardcore Punk:

The Deutschpunk band often referred to as a "legitimate heritage" of TSS is Slime, also my main point of reference for Deutschpunk (and also the band that got me into Punk when I was like 14 :o):

Another band I like a lot is Canal Terror, which has a more Hardcore edge (played with the Dead Kennedies as far as I know):

There's tons of other Deutschpunk, and the genre itself is rather diverse.
