With a Direct Democracy government in an AnCom society, how would decisions be enforced without a state?

Workers would democratically decide what to do. I think that it is possible to have organization without hierarchy.

For the most part decisions would not have to be enforced in the way we think of the police simply because you can do whatever you want as long as it has no harm on other people. I think the most severe punishment would be the denial of access to goods and services followed by, in extreme cases, other more forceful means. The actual decisions made would be focused more around economic management of the community than anything else.
