I've heard and read in many places that, in an advanced socialist society, those most qualified to make specific decisions would make them. In pragmatic terms, how exactly would this come about? Essentially, what makes this feasible?

This certainly isn't any form of communism I'm familiar with. sounds like you're confusing socialism with technocracy.

Isn't technocracy a form of socialism?

Many communists such as myself believe in the leadership of a democratically (in marxist terms) created vanguard party consisting of the most advanced and resolute working class proletarians to lead society and the revolution. And this would require a more or less meritocratic form of decision making. Not that I don't agree with what you're saying. A vanguard party may be necessary to lead the revolution.

But back at the OP, I wouldn't say the most qualified would have the ultimate say in decision making. But they would most certainly have a greater say.

It's pretty simple. The people affected by the decision will be the ones to make it.
