陈励志 中国劳工坛(chinaworker.info)

There is absolutely nothing wrong at all with the principle of 以人为本的科学发展观, that is indeed what socialism is all about. And "Science and Democracy" is indeed the central slogan of China's socialist May 4th Movement.
The problem is that in China now this slogan is largely a hypocritical one. Actually to borrow an ethical doctrine from Confucianism itself, the most important element in any kind of social ethics is what's referred to as the Rectification of Names: that is to say, reality must correspond with the slogan, no hypocrisy. In China now this is completely messed up. The slogan is "scientific humanistic development" and "harmonious society", but the reality is the complete opposite: unscientific unplanned anarchic capitalism that is inhumane and ultra-brutal.

The phrase "以人为本" did not come from Confucius (it came from 刘备, of the Three Kingdom Period ). Historical records suggests that Confucius didn't give a crap about lower class people. He was in fact, quite brutal when he was in the position of power.
The idea of Rectification of Names did come from Confucius, however it does not mean what you think it does.
What Confucius meant was that rulers must consolidate their legitimacy, and followers must serve as their position demands. Everyone's position/class should be be "rectified", because only then will policies be adhered.
To sum up his "philosophy" in his own words, "Lords be lords, vassals be vassals, fathers be fathers, sons be sons."
Here's a short critique of Confucius I wrote (in Chinese):

It's a little messy but it gets the point across.

Chen Duxiu, the founder of the Chinese Communist Party, wrote an article on Confucius.
If you can read Chinese, here it is:

Basically Chen's idea of Confucius is very good. Whereas Mao considered Confucius to be completely reactionary, Chen recognised that Confucius was partly progressive, because Confucius was a rational humanist who challenged the religious superstitions of China's antiquity. In this aspect Confucius is closer to socialism than religious figures like Jesus and Muhammed, whose views are primarily centred around superstitious beliefs.
"According to the standards of modern knowledge, does Confucius have any value? I can definitely say yes. The primary value of Confucius is that he has a rational stance against religious superstition. From the most ancient times to the Eastern Zhou period, the Chinese had accumulated a huge amount of religious and mythological literature. Confucius threw all of them away, and created an education system based on the four subjects of Ethics, Rhetoric, Politics and Literature. (See Lunyu/Xianjin) And Confucian ethics is primarily based on four elements: "literary education, effective action, loyalty and faithfulness". (See Lunyu/Suer)"
"SCIENCE and DEMOCRACY, are the two main dynamos of human social progress. Confucius does not talk about gods and spirits, in this he is close to SCIENCE, but the feudal rites of Confucius are anti-Democratic. The Chinese forgot about the scientific Confucius that does not talk about gods and spirits, yet established the Confucius of reactionary feudal rites as the "teacher of ten thousand generations". No wonder the Chinese suffered ill fates in history!"

It is true that his philosophy is secular in nature. But he was not alone in being secular back in his days---many of the other schools of thought, such as Daoism, were also secular. Neither could he be considered "rational" simply because his philosophy was secular. Ancient China had quite a few remarkable individuals that can be considered rationalists, but Confucius was not one of them.
In fact, he himself was evidently superstitious, but at the same time he was smart enough not to comment on the supernatural. That was indeed commendable, in my opinion.

You could say Xunzi had more of a "strictly rational" philosophical position, but then keep in mind that Xunzi's Legalism originated as a branch of the Confucian school of thought too.
