Looking for some info for community/public access TV in USA

Does anyone know about this? Has it worked for better or not for the communities?Has it been a weapon against the Capital's monopoly of media or not?

I used to watch a lot of Public Access TV and it was a lot of right libertarians basically. I think the reason was that you had to pay a fee to get access. Now OTOH community radio was access by volunteering. In other words, if you wanted a show, you have to volunteer some work, not pay a fee. Naturally, the community radio was much friendlier than the public Access TV.
