Israeli Occupation Forces (IOF) Continued Systematic Attacks against Palestinian Civilians and Property in the Occupied Palestinian Territory (OPT)


ˇ IOF extra-judicially executed a Palestinian civilian in Hebron and an activist in the Gaza Strip.

ˇ IOF killed two Palestinian civilians in the West Bank and the Gaza Strip.

- Two Palestinian civilians were wounded by Israeli gunfire in the West Bank and the Gaza Strip.

ˇ IOF continued to target Palestinian workers, farmers and fishermen in border areas in the Gaza Strip.

- IOF arrested 4 Palestinian fishermen, including two children.

ˇ Israeli warplanes attacked a number of targets in the Gaza Strip.

- A number of training sites were bombarded.

The Israeli bulldozers demolished several houses in the village of ِAl-Dakika within the governorate of Hebron.

Israeli Occupation Forces (IOF) Continued Systematic Attacks against Palestinian Civilians and Property in the Occupied Palestinian Territory (OPT)


ˇ IOF killed a Palestinian civilian and wounded 4 others in the Gaza Strip.

ˇ A Palestinian civilian was wounded by IOF near Nablus.

ˇ IOF killed two Palestinian civilians in the West Bank and the Gaza Strip.
- Two Palestinian civilians were wounded by Israeli gunfire in the West Bank and the Gaza Strip.

Summary

Israeli violations of international law and humanitarian law in the OPT continued during the reporting period (13 – 19 January 2011):



Shooting:

During the reporting period, IOF killed a Palestinian civilians and wounded 6 others, including a child, and an Israeli human rights defender and a Dutch one in the West Bank and the Gaza Strip.

On 18 January 2011, IOF fired y artillery shells at the northern Gaza Strip, killing a Palestinian civilian and wounding two workers who were collecting scraps of construction materials. Another two workers were also wounded by Israeli gunfire in two separate incidents on 16 and 19 January 2011.

In the West Bank, on 13 January 2011, an old Palestinian civilian was wounded in Qasra village, south of Nablus, when IOF intervened to protect Israeli settlers who attacked a Palestinian farmer,

During the reporting period, IOF used excessive force to disperse peaceful demonstrations organized in protest to Israeli settlement activities and the construction of the annexation wall. As a result, 3 Palestinian civilians, including a child, and an Israeli human rights defender and a Dutch one were wounded, and dozens of Palestinian civilians and international human rights defenders suffered from tear gas inhalation or sustained bruises.

Incursions:

During the reporting period, IOF conducted at least 54 military incursions into Palestinian communities in the West Bank, during which they arrested 27 Palestinian civilians, including 6 children.

In the Gaza Strip, IOF conducted one limited incursion, during which they leveled areas of Palestinian land, which they had already razed.

Restrictions on Movement:

Israel had continued to impose a tightened siege on the OPT and imposed severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

Gaza Strip

Israel has continuously closed all border crossings to the Gaza Strip for over three years. The illegal Israeli-imposed closure of the Gaza Strip, which has steadily tightened since June 2007, has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip.

ˇ The illegal closure has caused not only a humanitarian crisis but a crisis of human rights and human dignity for the population of the Gaza Strip. Measures declared recently to ease the blockade are vague, purely cosmetic and fail to deal with the root causes of the crisis, which can only be addressed by an immediate and complete lifting of the closure, including lifting the travel ban into and out of the Gaza Strip and the ban on exports. PCHR is concerned that the new Israeli policy is simply shifting Gaza to another form of illegal blockade, one that may become internationally accepted and institutionalized. Palestinians in Gaza may no longer suffer from the same shortage of goods, but they will remain economically dependent and unable to care for themselves, and socially, culturally and academically isolated from the rest of the world.

ˇ Expanding the list of items allowed into Gaza does not change the illegality of this policy, which is inconsistent with Israel’s legal obligations both as an Occupying Power and under international human rights treaties to which it is party, such as the International Covenant on Civil and Political Rights.

ˇ Facts on the ground refute Israeli claims with respect to the easing of the closure imposed on the Gaza Strip and the reduction of restrictions imposed on the entry of goods.

ˇ Israeli declaration of allowing new goods to be entered into the Gaza Strip constitutes an attempt to delude the international community, as such goods do not meet the minimal needs of the Gaza Strip.

ˇ IOF have continued to ban the entry of raw construction materials into the Gaza Strip.

ˇ IOF have imposed a ban on all exports from the Gaza Strip.

ˇ Israel had continued to close Beit Hanoun (Erez) crossing to Palestinian civilians wishing to travel to the West Bank and Israeli for medical treatment, trade or social visits.

ˇ Israel has imposed additional access restrictions on international diplomats, journalists and humanitarian workers seeking to enter the Gaza Strip. They have prevented representatives of several international humanitarian organizations from entering the Gaza Strip.

ˇ Living conditions of the Palestinian civilian population have seriously deteriorated; levels of poverty and unemployment have mounted sharply.

West Bank

IOF have continued to impose severe restrictions on the movement of Palestinian civilians throughout the West Bank, including occupied East Jerusalem. Thousands of Palestinian civilians from the West Bank and the Gaza Strip continue to be denied access to Jerusalem.

ˇ IOF have established checkpoints in and around Jerusalem, severely restricting Palestinian access to the city. Civilians are frequently prevented from praying at al-Aqsa Mosque in Jerusalem.

ˇ There are approximately 585 permanent roadblocks, and manned and unmanned checkpoints across the West Bank.

ˇ When complete, the illegal Annexation Wall will stretch for 724 kilometers around the West Bank, further isolating the entire population. 350 kilometers of the Wall have already been constructed. Approximately 99% of the Wall has been constructed inside the West Bank itself, further confiscating Palestinian land.

ˇ At least 65% of the main roads that lead to 18 Palestinian communities in the West Bank are closed or fully controlled by IOF.

ˇ There are approximately 500 kilometers of restricted roads across the West Bank. In addition, approximately one third of the West Bank, including occupied East Jerusalem, is inaccessible to Palestinians without a permit issued by the IOF. These permits are extremely difficult to obtain.

ˇ IOF continue to harass, and assault demonstrators who hold peaceful protests against the construction of the Annexation Wall.

ˇ Palestinian civilians continue to be harassed by IOF in Jerusalem, and across the West Bank, including being regularly stopped and searched in the streets by IOF.

Measures Aimed at Creating a Jewish Demographic Majority in Jerusalem:

IOF have continued to take measures at creating a Jewish majority in Jerusalem.

On 17 January 2011, the local committee of organization and construction in the Israeli municipality of Jerusalem approved the construction of 32 housing units in "Pisgat Ze'ev" settlement neighborhood in Jerusalem. The Israeli official radio reported that those units are part of a wider plan presented by private contractors to build 220 housing units.

Settlement Activities:

Israel has continued its settlement activities in the OPT in violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.

On 13 January 2011, a number of Israeli settlers, who re-established their presence in a settlement outpost that had been evacuated by IOF on the previous day attacked Fat'hi Fayez Hassan, who was farming his land in Baslata area to the south of Qasra village, southeast of Nablus. Soon after, Palestinian civilians called on residents of the village to stop the settlers who were on their way to attack the village. Dozens of Palestinian civilians gathered and moved towards the affected area. Immediately, IOF arrived at the area to protect the settlers. They fired rubber-coated metal bullets and tear gas canisters at Palestinian civilians and beat a number of them. As a result, an old man was seriously hit by a tear gas canister to the right thigh. Another two civilians were also injured.

On 17 January 2011, IOF moved into Nazlat 'Eissa village, north of Tulkarm. They hande 7 notices ordering the demolition or stopping the construction of a number of houses, a carpentry shop and a barrack.

On 19 January 2011, IOF handed 5 notices to Palestinian civilians in Sousia area to the east of Yatta village, south of Hebron, ordering the dismantlement of tents they live in.

ˇ At approximately 02:30, IOF moved into Tulkarm refugee camp. They raided and searched a house belonging to the family of 'Abdul Qader Bilal al-Tabbal, 17, and arrested him.

ˇ At approximately 10:00, IOF moved into Beit Qad village, northeast of Jenin. They raided and searched a number of houses and summoned a number of Palestinian civilians for interrogation.

ˇ At approximately 11:00, IOF moved into Shwaika suburb, north of Tulkarm, and patrolled in the streets. A number of Palestinian boys gathered and threw stones at Israeli military vehicles. IOF arrested Karam Ra'ed al-Naqouri, 16, but released him 3 hours later.

ˇ At approximately 13:20, IOF moved into Habla village, south of Qalqilya. They patrolled in the streets for some time and withdrew later. No house raids or arrests were reported.

ˇ At approximately 01:30, IOF moved into Qabatya village, southeast of Jenin. They patrolled in the streets for some time and withdrew later. No house raids or arrests were reported.

ˇ At approximately 03:30, IOF moved into Zabbouba village, northwest of Jenin. They patrolled in the streets and arrested 'Omar Mahmoud Abu Zaytoun, 16. They also raided an internet café. They held and photographed all those who were in the café. IOF withdrew later.

ˇ At approximately 01:00, IOF moved into Marda village, north of Salfit. They raided and searched a house belonging to the family of Nader 'Ammar Abu Baker, 24, and summoned him for interrogation.

ˇ At approximately 01:30, IOF moved into Sa'ir village, northeast of Hebron. They raided and searched a number of houses in the east of the village and arrested 6 Palestinian civilians:

Ra'fat Yousef Shalalda, 24;
Waheed Ma'rouf Shalalda, 28;
Taha Mohammed Shalalda, 24;
Fadi Jawdat Shalalda, 26;
Nassim Sa'di Shalalda, 27; and
Ussama 'Abdul Mon'em Shalalda, 31.

ˇ At approximately 07:00, Israeli soldiers stationed on observation towers at the border between the Gaza Strip and Israel to the north of Beit Lahia town fired at a number of Palestinian workers who were collecting scraps of construction materials from a site where the evacuated Israeli settlement of "Elli Sinai" used to stand. A worker, Adham Ramadan Subeh, 22, was wounded by a bullet to the left leg, when he was nearly 150 meters away from the border.

ˇ At approximately 11:05, IOF moved into Jayous village, north of Qalqilya. They patrolled in the streets for some time and held Eyad Saleem Shamasna for two hours. They withdrew later and no arrests were reported.

ˇ At approximately 18:10, IOF moved into al-'Ouja village, northeast of Jericho. They patrolled in the streets for some time and withdrew later. No arrests were reported.

ˇ At approximately 01:00, IOF moved into Bedya village, northwest of Salfit. They raided and searched a house belonging to the family of Adham Ibrahim Sarsour, 24, and arrested him.

ˇ At approximately 01:45, IOF moved into Tulkarm. They patrolled in the streets for some time and withdrew later. No arrests were reported.

ˇ At approximately 02:00, IOF moved into Beit Ummar town, north of Hebron. They raided and searched a number of houses and arrested two Palestinian children:

Mo'taz Khaled 'Awadh, 17; and
Muhab Ibrahim Bahar, 17.

ˇ At approximately 08:00, IOF moved nearly 300 meters into the east of Jabalya town in the northern Gaza Strip. They leveled areas of Palestinian land, which they had already razed.

ˇ At approximately 10:15, IOF moved into 'Arraba village, southwest of Jenin. They patrolled in the streets for some time and withdrew later. No arrests were reported.

ˇ At approximately 10:15, IOF moved into Kufor Ra'ei village, southwest of Jenin. They patrolled in the streets for some time and withdrew later. No house raids or arrests were reported.

ˇ At approximately 11:00, IOF moved into Zabbouba village, west of Jenin. They patrolled in the streets for some time and withdrew later. No house raids or arrests were reported.

ˇ At approximately 14:00, IOF, which had moved into the east of Jabalya town in the northern Gaza Strip since 08:00, fired 7 artillery shells at a number of Palestinian workers, which were collecting scraps of construction materials in the southeast of Beit Hanoun town, nearly 600 meters away from the border between the Gaza Strip and Israel. As a result, Amjad Sami Ahmed al-Za'anin, 18, who was in the area, was instantly killed. Two workers were also wounded:

1. Sharaf Ra'fat Shihada, 19, wounded by shrapnel throughout the body; and
2. Isma'il 'Abdul Qader al-Za'anin, 16, wounded by shrapnel to the abdomen and the feet.

A horse belonging to Sharaf Shihada was also killed, and another one belonging to Samed al-Za'anin was injured.

ˇ At approximately 21:00, IOF moved into Hijja village, east of Qalqilya. They patrolled in the streets for some time and withdrew later. No house raids or arrests were reported.

ˇ At approximately 01:30, IOF moved into Burqa village, northwest of Nablus. They raided and searched a number of houses and arrested 10 Palestinian civilians:

Sanad Ragheb Salah, 28;
Mohammed Ragheb Salah, 25;
Maher Ussama Saif, 22;
Majed Ussama Saif, 20;
Mahmoud Khaled Far'ouniya, 22;
'Ali 'Abdul Majid Daghlas, 21;
Qais 'Abdul Jabbar Hijja, 21;
Maher Mohammed Hijja, 32;
Mohammed Tayseer Salah, 21; and
Lu'ai Mahmoud Saif, 20.

ˇ At approximately 14:00, Israeli soldiers stationed on observation towers on the border between the Gaza Strip and Israel to the east of Martyrs Cemetery in the northern Gaza Strip fired at a number of Palestinian workers who were collecting scraps of construction materials. As a result, Ahmed Nemer al-'Er, 22, from Jabalya town, was wounded by a bullet to the left leg, when he was nearly 300 meters away from the border.

2. Use of Excessive Force against Peaceful Demonstrations Protesting Settlement Activities and the Construction of the Annexation Wall

During the reporting period, IOF used force against peaceful demonstrations organized by Palestinian civilians and international and Israeli human rights defenders in protest to the construction of the Wall and settlement activities in the West Bank. As a result, 3 Palestinian civilians, including a child, an Israeli human rights defender and a Dutch one were wounded. Dozens of Palestinian civilians and human rights defenders also suffered from tear gas inhalation and others sustained bruises.

ˇ Following the Friday Prayer on 14 January 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil'ein village, west of Ramallah, in protest to the construction of the annexation wall. Israeli soldiers stationed in the area fired rubber-coated metal bullets, sound bombs and tear gas canisters at the demonstrators. As a result, a Palestinian child, a Dutch human rights defenders and an Israeli one were wounded:

1. 'Odai Falah Abu Rahma, 13, hit by a tear gas canister to the left leg;
2. Margret, 21, a Dutch human rights defender, hit by a tear gas canister to the right foot; and
3. Noam, 36, an Israeli human rights defender, hit by a tear gas canister to the right hand.

Additionally, a number of demonstrators suffered from tear gas inhalation and others sustained bruises as they were beaten by Israeli soldiers.

ˇ Also following the Friday Prayer on 14 January 2011, dozens of Palestinian civilians and international and human rights defenders organized a peaceful demonstration in Ne'lin village, west of Ramallah, in protest against the construction of the annexation wall. They clashed with Israeli troops positioned near the Wall. Israeli troops fired rubber-coated metal bullets, sound bombs and tear gas canisters at demonstrators. As a result, Ya'qoub Mohammed 'Amira, 20, was hit by a tear gas canister to the head. Additionally, a number of demonstrators suffered from tear gas inhalation.

ˇ Also following the Friday Prayer on 14 January 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Nabi Saleh village, northwest of Ramallah, in commemoration of the late Palestinian President Yasser Arafat, and in protest against land confiscations in the Wad al-Raya area between the villages of Nabi Saleh and Deir Nizam. When the demonstrators attempted to reach areas of land seized by Israeli settlers near "Halmish" settlement, Israeli troops fired rubber-coated metal bullets, sound bombs and tear gas canisters at them. As a result, a number of demonstrators suffered from tear gas inhalation.

ˇ At approximately 12:30 on Saturday noon, 15 January 2011, dozens of Palestinian civilians and a number of international human rights defenders organized a peaceful demonstration in Beit Ummar town, north of Hebron. They moved towards closed areas of Palestinian land near "Karmi Tsur" settlement, south of the town. Israeli soldiers attacked the demonstrators and fired tear gas canisters and sound bombs at them. As a result, Hassan Yousef 'Alqam, 18, was wounded by shrapnel from a sound bomb, and a number of demonstrators suffered from tear gas inhalation.

3. Continued Closure of the OPT

Israel has continued to impose a tightened closure of the OPT and imposed severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

Gaza Strip

Israel has continuously closed all border crossings to the Gaza Strip for over three years. The illegal Israeli-imposed closure of the Gaza Strip, which has steadily tightened since June 2007, has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip.

ˇ The illegal closure has caused not only a humanitarian crisis but a crisis of human rights and human dignity for the population of the Gaza Strip. Measures declared recently to ease the blockade are vague, purely cosmetic and fail to deal with the root causes of the crisis, which can only be addressed by an immediate and complete lifting of the closure, including lifting the travel ban into and out of the Gaza Strip and the ban on exports. PCHR is concerned that the new Israeli policy is simply shifting Gaza to another form of illegal blockade, one that may become internationally accepted and institutionalized. Palestinians in Gaza may no longer suffer from the same shortage of goods, but they will remain economically dependent and unable to care for themselves, and socially, culturally and academically isolated from the rest of the world.

ˇ Expanding the list of items allowed into Gaza does not change the illegality of this policy, which is inconsistent with Israel’s legal obligations both as an Occupying Power and under international human rights treaties to which it is party, such as the International Covenant on Civil and Political Rights.

ˇ Facts on the ground refute Israeli claims with respect to the easing of the closure imposed on the Gaza Strip and the reduction of restrictions imposed on the entry of goods.

ˇ Israeli declaration of allowing new goods to be entered into the Gaza Strip constitutes an attempt to delude the international community, as such goods do not meet the minimal needs of the Gaza Strip.

ˇ IOF have continued to ban the entry of raw construction materials into the Gaza Strip.

ˇ IOF have imposed a ban on all exports from the Gaza Strip.

ˇ Israel had continued to close Beit Hanoun (Erez) crossing to Palestinian civilians wishing to travel to the West Bank and Israeli for medical treatment, trade or social visits.

ˇ Israel has imposed additional access restrictions on international diplomats, journalists and humanitarian workers seeking to enter the Gaza Strip. They have prevented representatives of several international humanitarian organizations from entering the Gaza Strip.

ˇ Living conditions of the Palestinian civilian population have seriously deteriorated; levels of poverty and unemployment have mounted sharply.

Movement at Border Crossings during the Reporting Period:

At approximately 13:00 on Tuesday, 01 June 2010, the Egyptian authorities decided to open Rafah International Crossing Point on the Egyptian border in both directions without specifying a date for its closure. The Egyptian decisions came following the Israeli attack on the Gaza-aid flotilla in international water. On the following morning, the crossing point was effectively opened and restricted categories of Palestinian civilians were allowed to travel through it.

The West Bank

Israel has imposed a tightened closure on the West Bank. During the reporting period, IOF imposed additional restrictions on the movement of Palestinian civilians.

ˇ Jerusalem: IOF have continued to impose severe restrictions on the movement of Palestinian civilians to and from the city. Thousands of Palestinian civilians from the West Bank and the Gaza Strip have been denied access to the city. IOF have established many checkpoints around and inside the city. Restrictions of the movement of Palestinian civilians often escalate on Fridays, preventing Muslim Palestinians from praying at al-Aqsa Mosque.

ˇ Ramallah: IOF have continued to impose severe restrictions on the movement of the Palestinian civilians in Ramallah. IOF troops positioned at the Jaba' and Qalandiya checkpoints, southeast of Ramallah, have imposed additional restrictions on movement and conducted prolonged checks of Palestinian civilians. During the reporting period, IOF established a number of temporary checkpoints, and stopped and searched Palestinian civilian vehicles. At approximately 21:00 on Thursday, 13 January 2011, IOF established a checkpoint near the entrance of Beit Liqya village, west of Ramallah. They stopped and searched Palestinian civilian vehicles. At approximately 08:00 on Friday, 14 January 2011, IOF established a checkpoint under Kharabtha al-Misbah Bridge, west of Ramallah. They stopped and searched Palestinian civilian vehicles. At approximately 19:00 on Friday, IOF re-established their presence at 'Attara checkpoint at the northern entrance of Bir Zeit village, north of Ramallah. They stopped and searched Palestinian civilian vehicles. At approximately 19:20, IOF established a checkpoint on Kharbtha Bani Hareth – Ne'lin road, west of Ramallah. They stopped and searched Palestinian civilian vehicles. At approximately 16:00 on Monday, 17 January 2011, IOF established a checkpoint under 'Ein Yabroud Bridge, east of Ramallah. They stopped and searched Palestinian civilian vehicles.

ˇ Hebron: IOF have continued to impose severe restrictions on the movement of Palestinian civilians. On Friday, 14 January 2011, IOF established a checkpoint at al-Doura intersection, north of Hebron. They established another one at Yatta intersection, south of Hebron. Israeli soldiers positioned at the two checkpoints stopped and searched Palestinian civilian vehicles. On Sunday, 16 January 2011, IOF established a checkpoint at Hassaka intersection, northwest of Hebron. They established another one on the bridge liking Hebron with Halhoul. They also established a third one at al-Jalajel intersection, southeast of Hebron. Israeli soldiers positioned at these checkpoints stopped and searched Palestinian civilian vehicles.

ˇ Qalqilya: IOF have continued to impose severe restrictions on the movement of Palestinian civilians. On Saturday, 15 January 2011, IOF established 4 checkpoints around Qalqilya. On Sunday, 16 January 2011, IOF established 4 checkpoints around Qalqilya. On Monday, 17 January 2011, IOF established 6 checkpoints around Qalqilya. On Tuesday, 17 January 2011, IOF established 6 checkpoints around Qalqilya. Israeli soldiers stationed at these checkpoints stopped and searched Palestinian civilian vehicles.

ˇ Tulkarm: IOF have continued to impose severe restrictions on the movement of Palestinian civilians. At approximately 11:00 on Saturday, 15 January 2011, Israeli soldiers positioned at Ennab checkpoint on Tulkarm-Nablus road, east of Tulkarm, imposed additional restrictions on the movement of Palestinian civilians. At the same time, IOF established a checkpoint at the entrance of Qiffin village, north of Tulkarm. They stopped and searched Palestinian civilian vehicles. At approximately 09:30 on Sunday, 16 January 2011, Israeli soldiers positioned at Ennab checkpoint, east of Tulkarm, imposed additional restrictions on the movement of Palestinian civilians. At approximately 11:30 on the same day, IOF established a checkpoint near Far'oun intersection, south of Tulkarm. At approximately 19:00 on the same day, IOF established a checkpoint near Beit Leed intersection, east of Tulkarm. Israeli soldiers positioned at these checkpoint stopped and searched Palestinian civilian vehicles. At approximately 12:00 on Tuesday, 18 January 2011, IOF established a checkpoint on Tulkarm-Qalqilya road, south of Tulkarm. At approximately 19:00 on the same day, IOF established a checkpoint at the entrance of Deir al-Ghossoun village, and another one at the entrance of Baqa al-Sharqiya village, north of Tulkarm.

ˇ Jenin: IOF have continued to impose severe restrictions on the movement of Palestinian civilians. On Thursday morning, 13 January 2011, IOF positioned at a checkpoint at the entrance to Barat'a village, southwest of Jenin, which has been isolated by the annexation wall, forced Palestinian women to enter checking rooms to be checked by female Israeli soldiers. At approximately 18:00 on the same day, IOF established a checkpoint near the entrance of Beer al-Basha village, south of Jenin. They stopped and searched Palestinian civilian vehicles. At approximately 19:00 on the same day, IOF established a checkpoint at 'Ejja intersection, south of Jenin. They stopped and searched Palestinian civilian vehicles.

ˇ Salfit: IOF have continued to impose severe restrictions on the movement of Palestinian civilians. IOF have continued to close the northern entrance of Salfit with cement blocks and sand barriers since 2000. They have also continued to close two roads linking Marda village with agricultural land belonging to it. At approximately 12:35 on Saturday, 15 January 2011, IOF established a checkpoint at the entrance of Qarawat Bani Hassan village, west of Salfit. They stopped and searched Palestinian civilian vehicles. At approximately 08:00 on Sunday, 16 January 2011, IOF established a checkpoint at the western entrance of Hares village, northwest of Salfit. They stopped and searched Palestinian civilian vehicles.

ˇ Jericho: IOF have continued to impose severe restrictions on the movement of Palestinian civilians. At approximately 09:30 on Thursday, 13 January 2011, IOF established a checkpoint near the entrance of 'Ein al-Dyouk village, north of Jericho. They stopped and searched Palestinian civilian vehicles.

Arrests at Military Checkpoints

ˇ At approximately 08:30 on Saturday, 15 January 2011, Israeli soldiers positioned at 'Attara checkpoint, north of Ramallah, arrested Samer Mofeed al-Khsaib, 26.

ˇ At approximately 13:00 on Tuesday, 18 January 2011, Israeli soldiers positioned at Ennab checkpoint arrested Mohammed 'Omar Jeetawi, 22.

4. Measures Aimed at Creating a Jewish Demographic Majority in Jerusalem

Israel has recently escalated arbitrary measures against Palestinian civilians in East Jerusalem in order to force them to leave the city. PCHR has devoted this section in the Weekly Report to highlighting violations of human rights perpetrated by IOF against Palestinian civilians in East Jerusalem.

ˇ On Monday, 17 January 2011, the local committee of organization and construction in the Israeli municipality of Jerusalem approved the construction of 32 housing units in "Pisgat Ze'ev" settlement neighborhood in Jerusalem. The Israeli official radio reported that those units are part of a wider plan presented by private contractors to build 220 housing units. Sources of the Israeli municipality of Jerusalem claimed that no changes have been made to the construction policy for 40 years, and that the municipality has continued to encourage construction works for both Jewish and Arab residents of the city in accordance with the structural map of the city.

5. Settlement Activities and Attacks by Settlers against Palestinian Civilians and Property

Israel has continued its settlement activities in the OPT in violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.

ˇ At approximately 12:00 on Thursday, 13 January 2011, a number of Israeli settlers, who re-established their presence in a settlement outpost that had been evacuated by IOF on the previous day attacked Fat'hi Fayez Hassan, who was farming his land in Baslata area to the south of Qasra village, southeast of Nablus. Soon after, Palestinian civilians called on residents of the village to stop the settlers who were on their way to attack the village. Dozens of Palestinian civilians gathered and moved towards the affected area. Immediately, IOF arrived at the area to protect the settlers. They fired rubber-coated metal bullets and tear gas canisters at Palestinian civilians and beat a number of them. As a result, 'Abdul Majid Tawfiq Hassan, 61, was seriously hit by a tear gas canister to the right thigh. Tariq Hussein Abu Raida, 48, suffered from tear gas inhalation and sustained a fracture to the right shoulder, and Fat'hi Fayez Hassan, 66, was hit by a stone under the left eye.

ˇ At approximately 13:00 on Monday, 17 January 2011, IOF moved into Nazlat 'Eissa village, north of Tulkarm. They hande 7 notices ordering the demolition or stopping the construction of a number of houses, a carpentry shop and a barrack:

1. A two-storey, under-construction house belonging to 'Abdul Rahim Mohammed Shawareb;
2. A two-storey, under-construction house belonging to 'Abdul Hakim Mohammed Shawareb;
3. A two-storey house belonging to Mohammed Ahmed 'Alloush;
4. An under-construction house belonging to Mahmoud 'Izzat Hussein;
5. A two-storey, under-construction house belonging to 'Abdul Halim Mohammed Shihada;
6. A carpentry shop and a barrack belonging to Eyad 'Abdul Latif As'ad.
7. A house belonging to Fadel Mohammed 'Alloush.

ˇ On Wednesday morning, 19 January 2011, IOF handed 5 notices to Palestinian civilians in Sousia area to the east of Yatta village, south of Hebron, ordering the dismantlement of tents they live in: 'Eissa Hussein al-Jbour; Mohammed Hussein al-Jbour; Mahmoud Ahmed al-Jbour; 'Eissa Badawi al-Jbour; and 'Omar Badawi al-Jbour.

Recommendations to the International Community


1. PCHR calls upon the High Contracting Parties to the Fourth Geneva Convention to fulfill their legal and moral obligations under Article 1 of the Convention to ensure Israel's respect for the Convention in the Occupied Palestinian Territory. PCHR believes that the conspiracy of silence practiced by the international community has encouraged Israel to act as if it is above the law and encourages Israel continue to violate international human rights and humanitarian law.

2. PCHR calls upon the High Contracting Parties to the Fourth Geneva Convention to convene a conference to take effective steps to ensure Israel's respect of the Convention in the OPT and to provide immediate protection for Palestinian civilians.

3. PCHR calls upon the High Contracting Parties to the Fourth Geneva Convention to comply with their legal obligations detailed in Article 146 of the Convention to search for and prosecute those responsible for grave breaches, namely war crimes.

4. PCHR calls for the immediate implementation of the Advisory Opinion issued by the International Court of Justice, which considers the construction of the Annexation Wall inside the West Bank illegal.

5. PCHR recommends that international civil society organizations, including human rights organizations, bar associations and NGOs, participate in the process of exposing those accused of grave breaches of international law and urge their governments to bring the perpetrators to justice.

6. PCHR calls upon the European Union to activate Article 2 of the Euro-Israel Association Agreement, which provides that Israel must respect human rights as a precondition for economic cooperation between the EU states and Israel. PCHR further calls upon the EU states to prohibit import of goods produced in illegal Israeli settlements in the OPT.

7. PCHR calls on the international community to recognize the Gaza disengagement plan, which was implemented in September 2005, for what it is - not an end to occupation but a compounding of the occupation and the humanitarian crisis in the Gaza Strip.

8. In recognition of ICRC as the guardian of the Fourth Geneva Convention, PCHR calls upon the ICRC to increase its staff and activities in the OPT, including the facilitation of family visitations to Palestinian prisoners in Israeli jails.

9. PCHR appreciates the efforts of international civil society, including human rights organizations, bar associations, unions and NGOs, and urges them to continue their role in pressuring their governments to secure Israel's respect for human rights in the OPT and to demand Israel end its attacks on Palestinian civilians.

10. PCHR calls upon the international community to pressure Israel to lift the severe restrictions imposed by the Israeli government and its occupation forces on access for international organizations to the OPT.

11. PCHR reiterates that any political settlement not based on international human rights law and humanitarian law cannot lead to a peaceful and just solution of the Palestinian question. Rather, such an arrangement can only lead to further suffering and instability in the region. Any peace process or agreement must be based on respect for international law, including international human rights and humanitarian law.

PCHR Weekly Report: 2 Palestinians killed, 6 wounded by Israeli forces this week

Also this week, two Palestinian civilians were wounded by Israeli forces and a third one was wounded by the Israeli police in the West Bank. Israeli forces continued to target Palestinian workers, farmers and fishermen in border areas in the Gaza Strip, wounding one Palestinian farmer. Israeli forces continued to use force against peaceful protests in the West Bank. Two Palestinian civilians, including a child, were wounded.

Israeli attacks in the West Bank:

Israeli forces conducted 37 incursions into Palestinian communities in the West Bank, during which they abducted 22 Palestinian civilians, including 7 children.

In the West Bank, Israeli soldiers positioned at "Mavi Dutan" checkpoint to the south of Ya'bad village, southwest of Jenin, fired at a Palestinian man who was near the checkpoint. As a result, he was wounded by 3 bullets, and Israeli forces denied him access to medical treatment for several hours. Later, Israeli forces claimed that a gunman fired at Israeli soldiers, who repeated fire and killed him. The al-Quds Brigades (the armed wing of Islamic Jihad) stated that the victim was one their members who had gone to the checkpoint carrying a machine gun to attack Israeli soldiers there.

On 23 January 2011, a Palestinian civilian was wounded by the Israeli police in Hares village, north of Salfit. On the same day, Israeli soldiers opened fire at a civilian vehicle that was transporting a number of Palestinian workers near Hebron. Two workers were wounded.

During the reporting period, Israeli forces used excessive force to disperse peaceful demonstrations organized in protest to Israeli settlement activities and the construction of the annexation wall. As a result, two Palestinian civilians, including a child, were wounded, and dozens of Palestinian civilians and international human rights defenders suffered from tear gas inhalation or sustained bruises.

Israeli forces have continued to take measures at creating a Jewish majority in Jerusalem. On 24 January 2011, deputy director of the Israeli antiquities authority declared the completion of the establishment of a tunnel linking Silwan village to the south of the old town of Jerusalem with the area located near the western wall for the al-Aqsa Mosque. He claimed that "there is no political drive for the establishment of the tunnel, rather it is the outcome of archaeological excavations in accordance with the law. The tunnel is 600 meters long. The Israeli antiquities authority claims that it used to be "a canal for the discharge of rainwater under a main road in the city. According to Wadi Hilaw Center in East Jerusalem, excavations are funded by "El'ad" settlement association, which controls all tourist sites in Silwan village. The excavations have caused damages to Palestinian civilian property, including houses, a school, a nursery, a mosque and a number of road.

During the reporting period, Palestinian civilians from Silwan village to the south of the old town of Jerusalem sated that they found a notice printed in Hebrew and signed by the Israeli mayor of Jerusalem and the head of the planning and construction committee in the Israeli municipality of Jerusalem, stuck on walls of a number of houses and shops. The notice, dated 03 August 2010, states that the municipality intends to confiscate more than 4,500 square meter of land for public purposes. According to the notice, owners of these lands can appeal the decision within two months -- even though the notices were posted six months after the date listed on them.

Israeli attacks in the Gaza Strip:

In the Gaza Strip, on 22 January 2011, a Palestinian civilian was killed and another two ones were wounded by the explosion of a projectile left by Israeli forces nearly one kilometer away from the border between the Gaza Strip and Israel. The three civilians were collecting scraps of construction materials in the area.

On the same day, a Palestinian farmer was wounded by Israeli soldiers in the east of Gaza City.

In the Gaza Strip this week, Israeli forces conducted 3 limited incursions into Palestinian communities, during which they leveled areas of Palestinian land, which they had already razed.

Israel has continued its settlement activities in the West Bank in violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.

On Friday morning, 21 January 2011, hundreds of Israeli settlers, escorted by Israeli forces, stormed Khillat al-Fahem and Jabal Abu Zaid areas in al-Khader and Ertas villages, south of Bethlehem. They conducted religious rituals in these areas for several hours.

On Sunday noon, 23 January 2011, Israeli settlers from "Carme'el" settlement to the east of Yatta village, south of Hebron, attacked Palestinian shepherds in Um al-Khair area and prevented them from grazing animals. According to information available to PCHR, dozens of settlers attacked Suleiman al-Hathalin and his two children while they were grazing animals. The settlers also beat two Italian human rights defenders. Israeli forces later intervened and abducted the two human rights defenders.

On Sunday afternoon, an Israeli settler from "Ma'oun" settlement to the east of Yatta village, south of Hebron, attacked a cattle in Maghayer al-'Abeed area and killed a sheep and a dog belonging to Hani Salama Makhamra. The settler also threatened to fire at Makhamra's two children.

Israeli Annexation Wall:

During the reporting period, Israeli forces used force against peaceful demonstrations organized by Palestinian civilians and international and Israeli human rights defenders in protest to the construction of the Wall and settlement activities in the West Bank. As a result, two Palestinian civilians, including a child, were wounded. Dozens of Palestinian civilians and human rights defenders also suffered from tear gas inhalation and others sustained bruises.

Following the Friday Prayer on 21 January 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil'in village, west of Ramallah, in protest of the construction of the annexation wall. Also following the Friday Prayer on 21 January 2011, dozens of Palestinian civilians and international and human rights defenders organized a peaceful demonstration in Ne'lin village, west of Ramallah, in protest against the construction of the annexation wall. They clashed with Israeli troops positioned near the Wall. Israeli troops fired rubber-coated metal bullets, sound bombs and tear gas canisters at demonstrators. As a result, a Palestinian civilian, who has not been identified, was hit by a tear gas canister to the right foot. Additionally, a number of demonstrators suffered from tear gas inhalation.

Also following the Friday Prayer on 21 January 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Beit Reema village, northwest of Ramallah, in protest against land confiscations in the Wad al-Raya area between the villages of Nabi Saleh and Deir Nizam. When the demonstrators attempted to reach areas of land seized by Israeli settlers near "Halmish" settlement, Israeli troops fired rubber-coated metal bullets, sound bombs and tear gas canisters at them. As a result, a number of demonstrators suffered from tear gas inhalation. Israeli soldiers also sprinkled a hot gas onto the face of 'Alaa' 'Ali Barghouthi, 13. He sustained burns to the face.

Recommendations to the international community:

Due to the number and severity of Israeli human rights violations this week, the PCHR made several recommendations to the international community. Among these were a call for the immediate implementation of the Advisory Opinion issued by the International Court of Justice, which considers the construction of the Annexation Wall inside the West Bank illegal.

In addition, the PCHR recommends that international civil society organizations, including human rights organizations, bar associations and NGOs, participate in the process of exposing those accused of grave breaches of international law and urge their governments to bring the perpetrators to justice.

In its Weekly Report On Israeli Human Rights Violations in the Occupied Palestinian Territories for the week of 27 Jan. – 02 Feb. 2011, the Palestinian Center for Human Rights (PCHR) found that two Palestinian civilians were killed and a third one was wounded by Israeli settlers in Nablus and Hebron. Israeli forces continued to target Palestinian workers, farmers and fishermen in border areas in the Gaza Strip, wounding one Palestinian worker. Israeli forces continued to use force against peaceful protests in the West Bank, wounding one Palestinian child.

Also this week, Israeli warplanes bombarded a tunnel on the Egyptian border south of Rafah.

Israeli settlement activities:

Israeli forces have continued settlement activities in the West Bank and Israeli settlers have continued to attack Palestinian civilians and property.

In the West Bank, two Palestinian civilians, including a child, were killed and a third one was wounded by Israeli settler. An 18-year-old civilian was killed by an Israeli settler in Iraq Bourin village, south of Nablus, on 27 January 2011. The victim was farming his land when the settlers shot him dead. According to investigations conducted by PCHR, at approximately 13:20 on Thursday, 27 January 2011, an Israeli settler from "Brakha" settlement to the south of Iraq Bourin village, south of Nablus, shot dead 'Odai Maher Hamza Qadous, 18, using a pistol. The victim was hit by a bullet that entered the right shoulder and settled in the kidney. In his testimony to PCHR, the victim's cousin, 'Omar Ahmed Hamza Qadous, 21, stated:

"At approximately 08:00 on Thursday, 27 January 2011, my cousin 'Odai Maher Hamza Qadous, 18, and I were farming our land in al-Wedian area in the southeast of Iraq Bourin village, south of Nablus. We left 10 sheep grazing atop of a mountain near the land. At approximately 12:30, after we had finished our work on the land, my cousin told me that he would mount up the mountain to bring the sheep and go back to our village. 'Odai went to the mountain and stayed on the land. Twenty minutes later, I heard him calling on me. He told me that he found 7 sheep only, while the other sheep were missing. I went to search for the two sheep. Nearly half an hour passed and my cousin did not come back. I mounted up the mountain to search for him and the sheep. When I arrived at the top of the mountain, I saw 'Odai on al-Jaish (the army) road, which leads to 'Brakha' settlement behind the mountain. ]An Israeli[ settler was standing in front of him. Later, I saw 'Odai walking behind the mountain and the settler was behind him, until I could not see them. Soon after, I heard the sound of a bullet. I followed them. I saw the settlers running away towards Madama village, and my cousin was lying wounded on the ground. He immediately died. I tried to carry him, but I could not. I saw two farmers who were working on their land and I told them what happened. They immediately came to help me. We tried to carry him, but we could not. I asked one of them to put my cousin on my shoulder and I took him to the village. The farmers phoned the Palestinian police and residents of the village of what happened. A number of residents came. They brought a horse with them. We put my cousin on the back of the horse and took him to the edge of the village, where a Palestinian ambulance was waiting. It transported him to Rafidya Hospital in Nablus."

At approximately 08:00 on Friday, 28 January 2011, at least 100 Israeli settlers from "Beit Ain" settlement broke into Safa village to the north of Beit Ummar town, north of Hebron. A number of them were armed with pistols and M16 rifles. The settlers moved inside the village on foot towards Beit Ummar town. Palestinian civilians gathered in an attempt to prevent the settlers from breaking into the town. Clashes erupted between these civilians and Israeli settlers. The settlers fired directly at these civilians. As a result, Murad Mohammed Ekhlil, 20, was wounded by a bullet to the right elbow. Palestinian civilians threw stones towards the settlers and forced them to run away towards an agricultural area known as Khirbat Jaddour. At approximately 09:30, a settler fired directly at Yousef Fakhri Mousa Ekhlil, 15, from Beit Ummar, wounding him with a bullet to the head. The child was evacuated to a hospital in Hebron, where he underwent a surgery, but he died at approximately 20:00. Soon, Israeli forces moved into the area. They fired rubber-coated metal bullets and tear gas canisters at Palestinian civilians to allow Israeli settlers to withdraw from the area.

On 27 January 2011, a number of Israeli settlers from "Yits'har" settlement to the north of 'Ainabous village, south of Nablus, set fire to a car belonging to Bassam Yousef Rashdan.

On 31 January 2011, a number of Israeli settlers gathered near Beit Leed intersection on Tulkarm-Nablus road, east of Tulkarm. They threw stones at Palestinian civilian vehicles, but no casualties or damage were reported.

Israeli attacks in the Gaza Strip:

In the Gaza Strip this week, a Palestinian child was killed by the explosion of a mysterious object apparently left by Israeli forces. A Palestinian worker who was collecting scraps of construction materials was also wounded by Israeli forces.

On Thursday, January 27th, at approximately 16:00, a heavy explosion occurred in al-Shouka village, east of Rafah, nearly two kilometers away from the border between the Gaza Strip and Israel. The explosion killed Bassel Mohammed Nafe' Abu 'Edwan, 14, while he and his brother were grazing animals near their house. According to medical sources, the child body was dismembered. According to the child's family, the area where the explosion occurred had been subjected to repeated incursions by Israeli forces, and that the explosion could be resulted by a mysterious object left by Israeli forces. The Palestinian police stated that the explosion was likely the result of a mysterious object left by Israeli forces, although no shrapnel of the object were found in the area. Two sheep were also killed by the explosion.

On 31 January 2011, a Palestinian worker was wounded by Israeli soldiers in the northern Gaza Strip, when Israeli soldiers positioned at the border between the Gaza Strip and Israel fired at a number of Palestinian workers who were collecting scraps of construction materials.

On 02 February 2011, Israeli warplanes bombarded a tunnel on the Egyptian border, south of Rafah.

Israeli attacks in the West Bank:

Israeli forces conducted 31 incursions into Palestinian communities in the West Bank, during which they abducted 23 Palestinian civilians, including a member of the Palestinian Legislative Council and 7 children.

Israeli soldiers positioned at military checkpoints in the West Bank abducted 3 Palestinian civilians, including two children.

Israeli forces have continued to impose severe restrictions on the movement of Palestinian civilians throughout the West Bank, including occupied East Jerusalem. Thousands of Palestinian civilians from the West Bank and the Gaza Strip continue to be denied access to Jerusalem.

Israeli forces have established checkpoints in and around Jerusalem, severely restricting Palestinian access to the city. Civilians are frequently prevented from praying at al-Aqsa Mosque in Jerusalem.

There are approximately 585 permanent roadblocks, and manned and unmanned checkpoints across the West Bank.

Israeli Annexation Wall:

During the reporting period, Israeli forces used excessive force to disperse peaceful demonstrations organized in protest to Israeli settlement activities and the construction of the annexation wall. As a result, a Palestinian child was wounded, and dozens of Palestinian civilians and international human rights defenders suffered from tear gas inhalation or sustained bruises.

Following the Friday Prayer on 28 January 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil'ein village, west of Ramallah, in protest to the construction of the annexation wall. The demonstrators included also Dr. Mai al-Kaila, Palestinian Ambassador to Chile, and a Chilean Parliamentary delegation. Israeli soldiers stationed in the area fired rubber-coated metal bullets, sound bombs and tear gas canisters at the demonstrators. As a result, Mohammed Nabeel Abu Rahma, 17, was hit by a tear gas canister to the right hand, and a number of demonstrators suffered from tear gas inhalation.

Among these were a recommendation that the European Union activate Article 2 of the Euro-Israel Association Agreement, which provides that Israel must respect human rights as a precondition for economic cooperation between the EU states and Israel. The PCHR further calls upon the EU states to prohibit import of goods produced in illegal Israeli settlements in the Occupied Palestinian Territories.

The PCHR calls on the international community to recognize the Gaza disengagement plan, which was implemented in September 2005, for what it is - not an end to occupation but a compounding of the occupation and the humanitarian crisis in the Gaza Strip.

In the West Bank, Israeli forces continued to use force against peaceful protests, wounding a Palestinian civilian and abducting 4 human rights defenders. Israeli forces conducted 46 incursions into Palestinian communities in the West Bank and a limited one into the Gaza Strip. During those incursions, Israeli forces abducted 27 Palestinian civilians, including 8 children.

Israeli attacks in the Gaza Strip:

On Saturday, 05 February 2011, in the morning, Israeli soldiers positioned at the border between the Gaza Strip and Israel fired at a number of Palestinian workers who were collecting scraps of construction materials in the east of al-Shuja'iya neighborhood in the east of Gaza City, nearly 500 meters away from the border. Two workers were wounded. At approximately 11:00, Israeli soldiers stationed on observation towers on the border between the Gaza Strip and Israel to the north of Beir Lahia town in the northern Gaza Strip fired at a number of Palestinian workers who were collecting scraps of construction materials from a site where the evacuated Israeli settlement of "Elli Sinai" used to stand. As a result, 'Abdullah Rabee' 'Olwan, 46, from Jabalya town, was wounded by a bullet to the right thigh, when he was nearly 150 meters away from the border.

On 09 February 2011, Israeli warplanes bombarded the building of a plastics company in Gaza City, destroying it. A warehouse of medicines of the Palestinian Ministry of Health, a school and a furniture store located near the building were also damaged. Additionally, a factory of textiles belonging to Jawad Mohammed 'Ouda, 4 stores of wood belonging to Mujahed Mahmoud al-Sousi and a private school sustained partial damages. Eleven residents of the area, including 4 children, 11 Palestinian civilians, including 4 children, were injured by glass fragments and/or went into shock from the attack.

On the same day, Israeli warplanes also bombarded a training site of the al-Quds Brigades (the armed wing of Islamic Jihad) in Khan Yunis. Two resistance fighters sustained bruises when they attempted to flee.

Israel has continued to close Beit Hanoun (Erez) crossing for the movement of Palestinian civilians. Israeli forces have allowed only diplomats, a number of international journalists, employees of international agencies and a limited number of patients who suffer from serious diseases to pass through the crossing. They have continued to prevent Palestinian civilians from visiting their relatives who are detained in Israeli jails. The small number of patients permitted to pass through the crossing is only able to do so under severe restrictions that include prolonged interrogations.

Israeli attacks in the West Bank:

During the reporting period, Israeli forces conducted at least 46 military incursions into Palestinian communities in the West Bank, during which they abducted 27 Palestinian civilians, including 8 children.

In one of this week's invasions, Israeli forces moved into al-Khader village, south of Bethlehem. They raided a two-storey house belonging to the family of Jameel Salem Balboul, 68, an extended family comprised of 5 small families. They harassed members of the family, especially a 7-year-old child, who was evacuated to the hospital. The officer did not allow members of the family to offer the child first medical aid for 10 minutes. A debate erupted between the officer and two of the child's uncles. Members of the family were eventually able to offer the child first medical aid and to awake him. He was not able to speak and suffered from pains in the head, the abdomen, the back and the left hand. Israeli soldiers did not allow members of the family to evacuate him to hospital. So, they called Palestine Red Crescent Society, which sent an ambulance that transported him to Beit Jala Hospital, where he was placed under medical observation. The child is still receiving medical treatment at the hospital, and he is facing difficulties in speaking. When Israeli forces left the house, the family found the Israeli soldiers had extensively damaged the house. Israeli soldiers also abducted two of the owner's sons. The family discovered also that Israeli soldiers had stolen two kilograms of gold and US$ 29,000.

In another of the week's 46 incursions, on 09 February 2011, a Palestinian child was wounded when Israeli forces moved into 'Ourif village, south of Nablus, took position in front of its secondary school and fired at a number of children who threw stones at them.

Israeli forces have maintained checkpoints in and around Jerusalem, severely restricting Palestinian access to the city. Civilians are frequently prevented from praying at al-Aqsa Mosque in Jerusalem. There are approximately 585 permanent roadblocks, and manned and unmanned checkpoints across the West Bank.

Israeli forces troops positioned at the Jaba' and Qalandiya checkpoints, southeast of Ramallah, have imposed additional restrictions on movement and conducted prolonged checks of Palestinian civilians. During the reporting period, Israeli forces established a number of temporary checkpoints, and stopped and searched Palestinian civilian vehicles. At approximately 08:00 on Thursday, 03 February 2011, Israeli forces re-established their presence at 'Attara checkpoint at the northern entrance of Bir Zeit village, north of Ramallah. They stopped and searched Palestinian civilian vehicles. At approximately 18:50, Israeli forces established a checkpoint near the entrance of al-Mughayar village, northeast of Ramallah. They stopped and searched Palestinian civilian vehicles.

When complete, the illegal Annexation Wall will stretch for 724 kilometers around the West Bank, further isolating the entire population. 350 kilometers of the Wall have already been constructed. Approximately 99% of the Wall has been constructed inside the West Bank itself, further confiscating Palestinian land. At least 65% of the main roads that lead to 18 Palestinian communities in the West Bank are closed or fully controlled by Israeli forces.

The PCHR expressed appreciation for the efforts of international civil society, including human rights organizations, bar associations, unions and NGOs, and urges them to continue their role in pressuring their governments to secure Israel's respect for human rights in the Occupied Palestinian Territories and to demand Israel end its attacks on Palestinian civilians.

PCHR Weekly Report: One civilian killed by right-wing Israelis; 6 wounded by Israeli troops

In its Weekly Report On Israeli Human Rights Violations in the Occupied Palestinian Territories for the week of 10 – 16 February 2011, the Palestinian Center for Human Rights (PCHR) found that a Palestinian civilian was killed by a gang of Jewish Israeli youth in Jerusalem. 4 Palestinian workers, including a child, were wounded by Israeli forces targeting Palestinian workers, farmers and fishermen in border areas in the Gaza Strip. Two Palestinian civilians, including a child, were wounded by Israeli forces who used force against peaceful protests in the West Bank.

On Friday morning, 11 December 2011, Hussam Hussein al-Rwaidhi, 24, from Jerusalem, was killed by a number of Jewish young men, when he was on his way home from work in West Jerusalem. While he was walking with his friend, Khader al-Joulani, on a street in West Jerusalem, a Jewish young man stabbed him in the face. Soon after, other Jewish young men gathered and violently beat him. He died of his injuries a few hours later.

In his testimony to PCHR, Khader al-Joulani stated: "When we left our work, we were surprised by two Jewish young men. They provoked and insulted us. One of them then took out a knife and hits Hussam on his face. More Jewish young men gathered and violently beat him and me. I was injured in the neck. When the attackers fled, I asked for help from a nearby restaurant, but the staff refused to help us. I called the police. An ambulance arrived then and evacuated Hussam to the hospital, but he died a few hours later."

Israeli forces kept al-Rwaidhi's body in the Israeli forensic medicine institute. The Israeli police called the victim's father and informed him that they would deliver the body at Qalandya checkpoint at night. They also ordered him to bury the victim's body with the presence of 10 relatives only. Israeli forces delivered the victim's body to the family on Wednesday morning, 16 February 2011, and the body was buried at 04:30 on the same day.

Israeli attacks in the West Bank:

Israeli forces conducted 47 incursions into Palestinian communities in the West Bank and a limited one into the Gaza Strip, during which they abducted 19 Palestinian civilians, including 4 children and one woman.

In one example of the week's 47 incursions, on Thursday, 10 December 2011, at approximately 06:30, Israeli forces moved into Beit Dajan village, east of Nablus. They patrolled in the streets and photographed a number of old homes, the building of the local council and the old mosque of the village. They withdrew later and no arrests were reported. On the same day, at approximately 18:00, Israeli forces moved into Beit Liqya village, west of Ramallah, and patrolled in the streets. A number of Palestinian children gathered and threw stones at Israeli military vehicles. Immediately, Israeli soldiers fired rubber-coated metal bullets , sound bombs and tear gas canisters at them. As a result, a number of Palestinian civilians suffered from tear gas inhalation. Israeli forces withdrew later and no arrests were reported.

There are approximately 585 permanent roadblocks, and manned and unmanned checkpoints across the West Bank. At least 65% of the main roads that lead to 18 Palestinian communities in the West Bank are closed or fully controlled by Israeli forces. There are approximately 500 kilometers of restricted roads across the West Bank. In addition, approximately one third of the West Bank, including occupied East Jerusalem, is inaccessible to Palestinians without a permit issued by the Israeli forces. These permits are extremely difficult to obtain.

Israeli attacks in the Gaza Strip:

On Saturday 12 February, at approximately 12:15, Israeli soldiers stationed on observation towers on the border between the Gaza Strip and Israel to the north west of Beit Lahia town fired at a number of Palestinian workers who were collecting scraps of construction materials from a site where the evacuated Israeli settlement of "Elli Sinai" used to stand. As a result, Mahran Rezeq Tanboura, 25, from Beit Lahia, was wounded by a bullet to the left knee, when he was nearly 200 meters away from the border. At approximately 13:00, Israeli soldiers fired at the workers again. As a result, 'Aashour Mohammed Shkhaidem, 29, from Beit Lahia, was wounded by a bullet to the left knee, when he was nearly 200 meters away from the border.

In the evening of the same day, Israeli soldiers positioned at the border between the Gaza Strip and Israel to the east of Gaza City fired at a number of Palestinian workers who were collecting scraps of construction materials in the east of al-Shuja'iya neighborhood east of Gaza City. As a result, Mohammed Sa'id Eshtaiwi, 16, from al-Zaytoun neighborhood in Gaza City, was wounded by a bullet to the right leg, when he was nearly 800 meters away from the border.

On Monday, the 14th of February, at approximately 09:50, Israeli soldiers stationed on observation towers on the border between the Gaza Strip and Israel to the north west of Beit Lahia town fired at a number of Palestinian workers who were collecting scraps of construction materials from a site where the evacuated Israeli settlement of "Elli Sinai" used to stand. As a result, Suleiman Salem Abu Rkab, 20, from Beit Lahia, was wounded by a bullet to the left leg, when he was nearly 200 meters away from the border.

Israeli Settlement Activities:

Israel has continued its settlement activities in the West Bank in violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.

On 13 February 2011, a number of Israeli settlers from "Bat Ain" settlement to the north of Beit Ummar village, north of Hebron, uprooted 250 olive seedlings from lands belonging to 'Aadi and Ekhlil families in the nearby Safa village.

On 14 February 2011, Israeli forces razed a one-donum area of land belonging to Nasser Khalil Abu Ta'a in Sheikh Jarrah neighborhood in East Jerusalem. At least 40 olive, almond and apricot trees, 7 grape trees and 20 cypress ones were uprooted. According to Abu Ta'a, Israeli police officers violently beat his son, 16-year-old Hamza, and cut his identity card. Israeli forces did not present a judicial order to raze the land, and claimed that the land leveling was for security considerations.

Also on 14 February 2011, Israeli forces handed notices to a number of Palestinian civilians ordering the evacuation of 20 donums of agricultural land near the annexation wall in Kharas village, northwest of Hebron, claiming that they are state property. These areas of land, which are planted with olives and almonds, are located nearly 300 meters away from the annexation wall.

On the same day, 14 February 2011, a number of Israeli settlers from "Halmish" settlement, northwest of Ramallah, uprooted 12 olive seedlings in Wad Raya area in Nabi Saleh village. Israeli forces then moved into the area and evacuated the settlers.

Israeli Annexation Wall:

Construction on the Wall continued this week. When complete, the illegal Annexation Wall will stretch for 724 kilometers around the West Bank, further isolating the entire population. 350 kilometers of the Wall have already been constructed. Approximately 99% of the Wall has been constructed inside the West Bank itself, further confiscating Palestinian land.

During the reporting period, Israeli forces used excessive force to disperse peaceful demonstrations organized in protest to Israeli settlement activities and the construction of the annexation wall in the West Bank. As a result, two Palestinian civilians, including a child, were wounded, and dozens of Palestinian civilians and international human rights defenders suffered from tear gas inhalation or sustained bruises. Additionally, Israeli forces abducted 3 Palestinian civilians.

Following the Friday Prayer on 11 February 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil'in village, west of Ramallah, in protest to the construction of the annexation wall. Israeli soldiers stationed in the area fired rubber-coated metal bullets, sound bombs and tear gas canisters at the demonstrators. As a result, two Palestinian civilians, including a child, were wounded. Additionally, a number of demonstrators suffered from tear gas inhalation.

Also following the Friday Prayer on 11 January 2011, dozens of Palestinian civilians and international and human rights defenders organized a peaceful demonstration in Ne'lin village, west of Ramallah, in protest against the construction of the annexation wall. They clashed with Israeli troops positioned near the Wall. Israeli troops fired rubber-coated metal bullets, sound bombs and tear gas canisters at demonstrators. As a result, a Palestinian civilian, who has not been identified, was hit by a tear gas canister to the right foot. Additionally, a number of demonstrators suffered from tear gas inhalation.

Also following the Friday Prayer on 11 February 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Beit Reema village, northwest of Ramallah, in protest against land confiscations in the Wad al-Raya area between the villages of Nabi Saleh and Deir Nizam. When the demonstrators attempted to reach areas of land seized by Israeli settlers near "Halmish" settlement, Israeli troops fired rubber-coated metal bullets, sound bombs and tear gas canisters at them. As a result, a number of demonstrators suffered from tear gas inhalation. Israeli forces also abducted 3 Palestinian civilians:

Recommendations to the international community:

Due to the number and severity of Israeli human rights violations this week, the PCHR made a number of recommendations to the international community. Among these were a recommendation that the Advisory Opinion issued by the International Court of Justice, which considers the construction of the Annexation Wall inside the West Bank illegal, be implemented by international enforcement bodies.

In addition, the PCHR recommends that international civil society organizations, including human rights organizations, bar associations and NGOs, participate in the process of exposing those accused of grave breaches of international law and urge their governments to bring the perpetrators to justice.

PCHR Weekly Report: 2 Palestinians killed, 9 wounded, 31 buildings damaged by Israeli forces

In its weekly report on Israeli Human Rights Violations in the Occupied Palestinian Territories for the week of 24 Feb. 02 Mar. 2011, the Palestinian Center for Human Rights (PCHR) found that during the last week, a Palestinian worker and a resistance fighter were killed by Israeli forces in the Gaza Strip.

Israeli forces launched a series of air strikes against civilian targets in the Gaza Strip. During the air strikes, 4 houses were destroyed and 14 others were damaged. In addition, 11 civilian establishments were destroyed or heavily damaged, a security building was destroyed and a mosque was damaged.

Israeli forces continued to target Palestinian workers, farmers and fishermen in border areas in the Gaza Strip. A Palestinian worker and a farmer were wounded by Israeli troops this week.

Israeli attacks in the Gaza Strip:

In the Gaza Strip, on Thursday, 24 February 201, at approximately 00:05, Israeli warplanes fired two missiles at an agricultural room belonging to Wa'el 'Abdul Hadi al-Majaida, 40, in the north of the southern Gaza Strip town of Khan Yunis. The room was completely destroyed and a nearby house belonging to Khaled Na'im Wafi was damaged. At approximately 04:10, Israeli warplanes fired a missile at a yard in al-Shouka village, east of Rafah. As a result, a house belonging to Hassam Mahmoud Hamad was destroyed, and another house belonging to Ashraf Hassan Abu Rezeq was heavily damaged. Hamad's son stated to PCHR that he had received a phone call from a person who introduced himself as an officer of the Israeli intelligence. The officer order him to evacuate the house, because it would be bombarded, and the family rushed out just before the bomb hit.

On 27 February 2011, Israeli forces positioned at the border between the Gaza Strip and Israel shot dead a Palestinian worker who was collecting scraps of construction materials in the northern Gaza Strip, nearly 300 meters away from the border.

Another worker was wounded by Israeli forces on 26 February 2011.

On 27 February 2011, Israeli forces killed a Palestinian resistance fighter in the east of Gaza City. An Israeli warplane fired a missile at a number of fighters of The al-Quds Brigades (the armed wing of Islamic Jihad).

On 28 February 2011, Israeli forces wounded a Palestinian resistance fighter in the southern Gaza Strip town of Rafah.

On 01 March 2011, a Palestinian farmer was wounded when Israeli forces fired an artillery shell at a number of Palestinian resistance fighters in the central Gaza Strip.

During the reporting period, Israeli forces launched a series of air strikes against the Gaza Strip. As a result, 4 houses were destroyed and 14 others were damaged, 11 civilian facility were heavily damaged, a security building was destroyed and a mosque was damaged.

Israeli attacks in the West Bank:

Israeli forces conducted 40 incursions into Palestinian communities in the West Bank, during which they abducted 13 Palestinian civilians, including two children.

Israeli forces have continued to impose severe restrictions on the movement of Palestinian civilians throughout the West Bank, including occupied East Jerusalem. Thousands of Palestinian civilians from the West Bank and the Gaza Strip continue to be denied access to Jerusalem.

Israeli forces have established checkpoints in and around Jerusalem, severely restricting Palestinian access to the city. Civilians are frequently prevented from praying at al-Aqsa Mosque in Jerusalem.

Israel has continued its settlement activities in the OPT in violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.

On 27 February 2011, Israeli forces moved into Hariqat al-Khammas area in the west of Deir Estia village, northwest of Salfit. They razed a 15-donum area of land belonging to Hussein 'Abdul Rahim Zaidan. Israeli forces destroyed fences of the land and 30 water tanks and uprooted 150 seedlings.

On the same day, Israeli forces handed notices ordering the demolition of a school, a mosque and 13 houses in al-Ramadin village, southwest of Hebron, claiming that they were built without licenses.

On 28 February 2011, a number of Israeli settlers from "Gilad" settlement set up a number of tents and mobile homes on Palestinian land in the east of Ematin village, northeast of Qalqilya. Israeli forces intervened later and dismantled the tents and mobile homes.

On 28 February 2011, a number of armed Israeli settlers from "Halmish" settlement, northwest of Ramallah, closed the entrance of Nabi Saleh village, west of the town. They threw stones at Palestinian civilian vehicles. Israeli forces were present in the area, but did not intervene immediately.

On 28 February 2011, a number of Israeli settlers from "Yits'har" settlement attacked a house in Hawara village, south of Nablus, using Molotov cocktails. The house was damed.

On 02 March 2011, Israeli forces destroyed a water well belonging to Hamed Yousef Jaber in al-Baq'a area, east of Hebron, near bypass road #60.

Israeli Annexation Wall:

Israeli forces continued to use force against peaceful protests in the West Bank. During the reporting period, Israeli forces used force against peaceful demonstrations organized by Palestinian civilians and international and Israeli human rights defenders in protest to the construction of the Wall and settlement activities in the West Bank. As a result, 7 Palestinian civilians, including a child, were wounded. Dozens of Palestinian civilians and human rights defenders also suffered from tear gas inhalation and others sustained bruises.

Following the Friday Prayer on 25 February 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil'ein village, west of Ramallah, in protest to the construction of the annexation wall. Israeli soldiers stationed in the area fired rubber-coated metal bullets, sound bombs and tear gas canisters at the demonstrators. As a result, Qassem Barakat al-Khatib, 17, was hit by a tear gas canister to the right hand. Additionally, a number of demonstrators suffered from tear gas inhalation.

A number of demonstrators also suffered from tear gas inhalation. Additionally, Israeli forces abducted a 54-year old Israeli journalist.

At approximately 12:10 on Friday, 25 February 2011, the Youth Commission against Settlement in Hebron organized a peaceful demonstration in the center of Hebron, in protest to Israeli settlement activities and in commemoration of victims of an attack by an Israeli settler against Palestinian civilians in Hebron in 1994, in which 29 civilians were killed. When the demonstrators arrived near "Beit Rumano" settlement in the north of the old town, Israeli forces fired rubber-coated metal bullets, tear gas canisters and sound bombs at them. They also violently beat a number of demonstrators. Three demonstrators were wounded by rubber-coated metal bullets, including a 50-year old man.

A number of demonstrators suffered from tear gas inhalation, including Fahmi Hamdi Shahin, 27, a PCHR field worker, a paramedic and two journalists. Additionally, Israeli forces abducted Mahmoud Ramadan al-Ja'bari, 26. Israeli forces also abducted 3 international human rights defenders, but released them later. It is worth noting that the demonstration attempted to draw the attention of the international community to a series of human right violations perpetrated by Israeli forces against Palestinian civilians, including the closure of al-Shuhada Street in the center of Hebron for 17 years.

Recommendations to the international community:

Due to the number and severity of Israeli human rights violations this week, the PCHR made several recommendations to the international community. Among these were a recommendation that the High Contracting Parties to the Fourth Geneva Convention fulfill their legal and moral obligations under Article 1 of the Convention to ensure Israel's respect for the Convention in the Occupied Palestinian Territory. PCHR believes that the conspiracy of silence practiced by the international community has encouraged Israel to act as if it is above the law and encourages Israel continue to violate international human rights and humanitarian law.

In addition, the PCHR calls upon the High Contracting Parties to the Fourth Geneva Convention to convene a conference to take effective steps to ensure Israel's respect of the Convention in the OPT and to provide immediate protection for Palestinian civilians.

PCHR Weekly Report: Two Palestinians, five Israelis killed; 40 attacks by Israeli settlers this week

In its Weekly Report on Israeli Human Rights Violations in the Occupied Palestinian Territory for the week of 10-16 March 2011, the Palestinian Center for Human Rights (PCHR) found that Israeli forces killed two Palestinians this week, and Israeli settlers escalated attacks on Palestinian civilians and property following the murder of an Israeli settler family – allegedly by a Palestinian perpetrator.http://www.revleft.com/vb/../attachments/mar2011/dowaralqara_truck_burned.jpg

The PCHR documented 40 attacks by Israeli settlers in the West Bank, many of which were claimed to be in retaliation for the murder of an Israeli family in their beds on March 11th, including a baby and two small children, allegedly by a Palestinian.

Israeli attacks in the Gaza Strip:

On 16 March 2011, Israeli forces warplanes fired 3 missiles at a site of the Palestinian National Security Forces south of Gaza City. As a result, a guard of the site and a member of the 'Izziddin al-Qassam Brigades (the armed wing of Hamas) were killed. Two workers of the Palestinian Ministry of Public Works, who were working nearly 20 meters away from the site, were wounded. Additionally, three buildings on the site were also destroyed.

On the same day, Israeli forces wounded a Palestinian fisherman in the northern Gaza Strip.

In the Gaza Strip, Israeli forces conducted a limited incursion into al-Boreij refugee camp, during which they leaved areas of Palestinian land.

Israeli attacks in the West Bank:

During the reporting period, Israeli forces conducted at least 47 military incursions into Palestinian communities in the West Bank, during which they abducted 66 Palestinian civilians, including 6 children. The widest incursion was into 'Awarta village, southeast of Nablus, during which Israeli forces abducted 52 Palestinian civilians.

In one example of the 47 incursions this week, on Thursday 10 March, at approximately 01:30, Israeli forces moved into Qarawat Bani Hassan village, northwest of Salfit. They raided and searched a number of houses and abducted 5 Palestinian civilians, including two children.

On Saturday, 12 March 201, at approximately 02:30, Israeli forces moved into the agricultural areas located between al-Zababda village and Sanour and Masliya villages, southeast of Jenin. They searched the area and fired flash bombs. They withdrew later and no arrests were reported.

At approximately 07:00, following the deaths of a family of 5 Israeli settlers, including a baby and two small children, in "Itamar" settlement, which stands of lands of 'Awarta village, southeast of Nablus, Israeli forces moved into the village and imposed a curfew. They, raided, searched and damaged a number of houses and beat a number of Palestinian civilians. They also abducted 20 Palestinian civilians

On 16 March 2011, Israeli forces moved into al-Tyour are in the east of Beit Dajan village, east of Nablus. They uprooted 400 olives trees from an orchard belonging to Jamal Mohammed Can'an. They transported the uprooted trees outside the area.

Following the deaths of 5 Israeli settlers in "Itamar" settlement, southeast of Nablus, Israeli settlers launched a series of attacks on Palestinian civilians and their property throughout the West Bank.

Hebron: PCHR documented 6 attacks by Israeli settlers against Palestinian civilians and property. Windows of a Palestinian fire engine was broken, a car was burnt, a flower nursery was damaged, and 10 Palestinian civilians sustained bruises or suffered from tear gas inhalation used by Israeli forces that escorted the settlers.

Nablus: PCHR documented 6 attacks, during which 4 houses, a citrus nursery and a car were damaged, and a Palestinian civilian was injured.

Qalqilya: PCHR documented 20 attacks, during which a car and a tractor were burnt, 4 cars were damaged, and 5 Palestinian civilians suffered from tear gas inhalation used by Israeli forces that escorted the settlers.

Salfit: PCHR documented 3 attacks, during which a Palestinian civilian suffered from tear gas inhalation used by Israeli forces that escorted the settlers.

Ramallah: PCHR documented 5 attacks, during which two cars were burnt and a house was damaged.

Israeli Annexation Wall:

During the reporting period, Israeli forces used force against peaceful demonstrations organized by Palestinian civilians and international and Israeli human rights defenders in protest to the construction of the Wall and settlement activities in the West Bank. As a result, dozens of Palestinian civilians and human rights defenders also suffered from tear gas inhalation and others sustained bruises. Israeli forces also abducted two international human rights defenders.

Due to the number and severity of Israeli human rights violations this week, the Palestinian Center for Human Rights made several recommendations to the international community, including a recommendation that the international community to recognize the Gaza disengagement plan, which was implemented in September 2005, for what it is - not an end to occupation but a compounding of the occupation and the humanitarian crisis in the Gaza Strip.

In recognition of the International Committee of the Red Cross as the guardian of the Fourth Geneva Convention, PCHR calls upon the ICRC to increase its staff and activities in the Occupied Palestinian Territories, including the facilitation of family visitations to Palestinian prisoners in Israeli jails.

In its Weekly Report On Israeli Human Rights Violations in the Occupied Palestinian Territory for the week of 17-23 March 2011, 10 Palestinians, including 4 children, were killed by Israeli forces in the Gaza Strip. The victims include 6 civilians.


24 Palestinians, including 11 children, were wounded by Israeli forces and Israeli settlers in the Gaza Strip and the West Bank.

A police station and a number of civilian facilities were destroyed by Israeli forces in the Gaza Strip. Israeli forces continued to target Palestinian workers, farmers and fishermen in border areas in the Gaza Strip. Israeli forces abducted a Palestinian fisherman and his child.

Israeli forces continued to use force against peaceful protests in the West Bank, wounding 4 Palestinian civilians.

Israeli attacks in the Gaza Strip:

During the reporting period, Israeli forces killed 6 Palestinian civilians, including 4 children, and 4 Palestinian resistance activists in the Gaza Strip. They also wounded 28 Palestinians, mostly civilians, including 11 children.

In the Gaza Strip, on Saturday evening, 19 March 2011, Israeli forces killed two Palestinian children who were nearly 300 meters away from the border between the Gaza Strip and Israel.

Also on Saturday, 19 March 2011, at approximately 08:00, Israeli forces positioned at the border between the Gaza Strip and Israel, east of Khan Yunis, fired a number of artillery shells at Palestinian agricultural and residential areas in the east of the villages of al-Qarara, 'Abassan, Khuza'a and al-Fukhari. The artillery shelling continued sporadically until 11:00. As a result of the shelling, the minaret of 'Amar Bin Yasser Mosque in 'Abassan village was damaged, but no casualties were reported.

On Sunday 20 March 2011, at approximately 13:00, Israeli naval troops abducted two Palestinian fishermen who were sailing on board of a fishing boat nearly two nautical miles away from the seashore of Gaza City. The two fishermen were taken to the Israeli Ashdod Harbor. Israeli forces released the two fishermen on the following day morning at Beit Hanoun (Erez) crossing, but kept their boat in custody. The two fishermen are: Nasser Fadel Baker, 45, and his 15-year-old child 'Allam.

On Monday March 21st, at approximately 23:00, Israeli forces warplanes fired two missiles at 'Abdul 'Aziz al-Rantissi site of the Palestinian police near al-Twam intersection in the west of Beit Lahia town in the northern Gaza Strip. Police buildings and two vehicles were destroyed. A police officer, Mohammed Hussein Abu 'Amira, 43, from Jabalya town, sustained bruises. Additionally, 6 Palestinian civilians, including two children and two women, were lightly injured by fragments of glass. Dozens of nearby houses , 7 shops and two vehicles were damaged. The building of Bytona Association for Social Development, which is located nearly 100 meters away from the targeted site, was heavily damaged.

On 22 March 2011, Israeli forces killed 4 Palestinian civilians, including two children, and wounded 11 others, including 8 children, with artillery shells in the east of Gaza City. Israeli forces claimed that a shell went astray and killed and wounded these civilians. PCHR's investigations refute this claim, as the area was targeted by 4 successive artillery shells.

On the same day, Israeli forces killed 4 members of the al-Quds Brigades (the armed wing of Islamic Jihad) in Gaza City.

During the reporting period, Israeli forces launched a series of air strikes on a number of Palestinian civilian facilities and a police station. The targeted facilities were destroyed and a number of houses and other property were damaged. Additionally, 15 Palestinian civilians, including 3 children, were lightly injured.

Israel has continued to impose a total siege and has isolated the Gaza Strip from the outside world.

Israeli attacks in the West Bank:

Israeli forces conducted 45 incursions into Palestinian communities in the West Bank. During those incursions, Israeli forces abducted 20 Palestinian civilians, including 6 children, and two international human rights defenders.

The widest incursions were into 'Awarta village, southeast of Nablus, and Beit Ummar town, north of Hebron, during which Israeli forces wounded two Palestinian civilians and abducted 14 Palestinian civilians and two international human rights defenders. They also violently beat a number of civilians, including a pregnant woman.

Israeli soldiers positioned at military checkpoints in the West Bank abducted one Palestinian civilian.

On 23 March 2011, two Palestinian civilians were wounded and abducted in Beit Ummar town, north of Hebron, when Israeli forces attacked Palestinian civilians participating in the funeral procession of a dead woman.

Israeli settlement activities:

Israeli forces have continued settlement activities in the West Bank and Israeli settlers have continued to attack Palestinian civilians and property. Israeli settlers launched a series of violent attacks against Palestinian civilians and property. Israeli settlers attacked a Palestinian worker inside a settlement in the north of the West Bank and stabbed another one in the south. Israeli settlers burnt two cars and damaged another 3.

During the reporting period, a Palestinian civilian was wounded and two others sustained bruises by Israeli forces that intervened to protect Israeli settlers who attacked Palestinian civilians and property.
At approximately 09:30 on Thursday, 17 March 2011, at least 8 Israeli settlers attacked a Palestinian worker in "Shilo" settlement, north of Ramallah, using sharp tools. He sustained bruises throughout the body. In his testimony to PCHR, the victim, Sami 'Abdul Mo'ti Snoubar, 31, from Yatma village, stated: "At approximately 09:30 on Thursday, 17 March 2011, I was working in 'Shilo' settlement. When I was on the second floor of the building where I work, I was surprised by 8 settlers getting onto the floor. One of them hit my head with a sharp tool, so I fell onto the ground. Another one sprayed gas on my face and eyes. They then all violently beat me using sharp tools and stones. They continued to beat me for 15 minster. The guard of the building arrived then and attempted to stop them, but he could not. He phoned the guard of the settlement, and when the latter came, the settlers fled. He called the Israeli police and medical crews. No one talked to me. Paramedics provided me with first medical aid. They then transported me in an ambulance to the nearby Turmos'iya village, and a Palestinian ambulance transported me from there to Ramallah Hospital."

On Thursday noon, 17 March 2011, a number of Israeli settlers from "Karni Shomron" settlement gathered at Kufor Laqef intersection, north of Qalqilya. They threw stones at Palestinian civilian vehicles. As a result, a car belonging to Bassam 'Abed Abu Khaled, from Kufor Qaddoum village, was damaged.

At approximately 15:45 on the same day, a number of Israeli settlers from "Qidoumim" settlement, northeast of Qaqlilya, burnt two cars belonging to Na'im 'Abdul Karim Tayem and Bashar 'Abdul Latif Tayem, both from al-Fundoq village east of Qalqilya, near the settlement. In his testimony to PCHR, Bashar Tayem stated: "At approximately 15:30 on Thursday, 17 March 2011, Na'im Tayem and I were working in 'Qidoumi' settlement. We stopped our cars near Jeet intersection as usual. While we were working, the guard of the settlement phoned us. He told us that our cars were set alight. We immediately went out to find that our cars had been completely burnt. The Israeli police arrived at the area. We asked the guard about the perpetrator, but he refused to answer. We submitted a complaint at an Israeli police station in 'Ariel' settlement."

At approximately 18:00 also on Thursday, a number of Israeli settlers from "Qidoumim" settlement gathered on Nabus-Qalqilya road and threw stones at Palestinian civilians vehicles. No injuries or damage were reported. Israeli forces intervened and closed the road until they evacuated the settlers.

On Friday morning, 18 March 2011, Ayman Talal Dmaidi, 36, from Hawara village south of Nablus, survived an attempt by an Israeli settler to run him down. Dmaidi stated to PCHR that at approximately 04:45, following the dawn prayer, he got out of 'Ali Bin Abi Taleb Mosque on his way to his house. When he was as close as to 150 meters from his house, an Israeli car hit him from the back, so he fell onto the ground. The settlers attempted to run over him. The settler then fled.

At approximately 14:40 on the same day, Israeli settlers from "Taffouh" settlement stormed agricultural areas in the east of Yassouf village, east of Salfit. Israeli forces intervened and evacuated the settlers.

At approximately 18:15 on the same day, a number of Israeli settlers gathered at Jeet intersection, northeast of Qalqilya. They set fire to tires and close Nablus-Qalqilya.

At approximately 18:30 on the same day, a number of Israeli settlers from "Qidoumim" settlement gathered on Nablus-Qalqilya road and threw stones at Palestinian civilian vehicles. No injuries or damages were reported.

At approximately 18:35 on the same day, a number of Israeli settlers from "Karni Shomron" settlement gathered at Kufor Laqef intersection, north of Qalqilya. They threw stones at Palestinian civilian vehicles. No injuries or damages were reported.

At approximately 07:30 on Saturday, 19 March 2011, Mahmoud Rashad 'Atallah, 30, from Beit Leed village east of Tulkarm, was subjected stone throwing by Israeli settlers, when he was driving his car on the bypass road linking between Hawara intersection, south of Nablus, and Jeet intersection, northeast of Qalqilya.

At approximately 08:30 also on Saturday, dozens of Israeli settlers, some of whom were armed, stormed Palestinian agricultural areas in Twana village, east of Hebron, and attempted to prevent Palestinian farmers and international solidarity activists from planting olive seedlings. Israeli forces intervened and attacked farmers and solidarity activists. As a result, Fadel Ahmed Reb'ei, 32, was injured in the head. Israeli forces also detained Jaber Saber al-Harini, 16, for several hours. The targeted area had been razed by Israeli forces one week earlier, and Israeli settlers established a settlement outpost on the area 7 years ago.

At approximately 14:30 on the same day, a number of Israeli settlers from "Sousia" settlement, south of Hebron, herded hundreds of sheep onto Palestinian agricultural lands planted with wheat and barley belonging to the al-Nawaj'a family in Sousia areas, nearly 500 meters away from the settlement. This attack came in the context of Israeli attempts to prevent Palestinian farmers from reaching their lands. Israeli forces were present in the area and did not intervene to stop the attack. It is worth noting that Israeli settlers had already seized a two-donum area of agricultural land belonging to 'Adnan Shihda al-Nawaj'a.

At approximately 16:30 on the same day, a number of Israeli settlers from "Kharsina" settlement, northeast of Hebron, intercepted Musbah Ghaleb al-Za'tari, 40, while he was traveling in his car, accompanied by his two children – Mahmoud, 5; and Ahmed, 12 – in al-Bwaira area. They threw stones at the car from all directions. Al-Za'tari and his children were forced to open the doors and escape. He sustained bruises to the left leg. The settlers continued to hit and damage the car for nearly 15 minutes. Later, Israeli forces arrived at the area and helped the settlers escape, charging none of them for the attack. Al-Za'tari's car was heavily damaged.

At approximately 18:30 on the same day, several armed Israeli settlers from "Douleb" settlement, west of Ramallah, set up a tent in the east of 'Ein Qinya village, and conducted religious rituals for the Jewish Purim. Israeli forces were present in the area, but did not intervene to stop them. The settlers left the area on the following morning.

At approximately 08:30 on Monday, 21 March 2011, a number of Israeli settlers from "Ma'oun" settlement intercepted Mahmoud Ibrahim Zain, 31, from Khirbat Tana area, south of Hebron, when he was riding his donkey and selling milk. One of the settlers stabbed him. He was seriously injured in the chest and right arm.

At approximately 12:45 on the same day, an Israeli settler traveling on Hebron-Bethlehem road fired from his pistol at dozens of Palestinian civilians who were participating in the funeral procession of a dead civilian in Beit Ummar town, north of Hebron. Two civilians were wounded, aged 65 and 30. The settler then fled towards "Kfar Etzion" settlement.

At approximately 15:15 on the same day, a number of Israeli settlers from "Kharsina" settlement, northeast of Hebron, threw stones at a number of houses belonging to the al-Za'tari family in al-Bwaira area. As a result, Sabrin 'Abdul Karim al-Za'tari, 17, sustained acute bruises to the right leg. A house belonging to Ghaleb 'Abdul Karim al-Za'tari and a taxi were also damaged.

Israeli Annexation Wall:

During the reporting period, Israeli forces used excessive force to disperse peaceful demonstrations organized in protest to Israeli settlement activities and the construction of the annexation wall in the West Bank. As a result, 4 Palestinian civilians, including two children, were wounded, and dozens of Palestinian civilians and international human rights defenders suffered from tear gas inhalation.

Israeli soldiers stationed in the area fired rubber-coated metal bullets, sound bombs and tear gas canisters at the demonstrators. As a result, 4 Palestinian civilians, including two children, were wounded. Non-violent organizer Eyad Bornat, 38, was hit by a tear gas canister to the head and taken to the hospital.

Also following the Friday Prayer on 18 March 2011, dozens of Palestinian civilians and international and human rights defenders organized a peaceful demonstration in Ne'lin village, west of Ramallah, in protest against the construction of the annexation wall. They clashed with Israeli troops positioned near the Wall. Israeli troops fired rubber-coated metal bullets, sound bombs and tear gas canisters at demonstrators. As a result, a number of demonstrators suffered from tear gas inhalation.

Also following the Friday Prayer on 18 March 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Nabi Saleh village, northwest of Ramallah, in protest against land confiscations in the Wad al-Raya area between the villages of Nabi Saleh and Deir Nizam. When the demonstrators attempted to reach areas of land seized by Israeli settlers near "Halmish" settlement, Israeli troops fired rubber-coated metal bullets, sound bombs and tear gas canisters at them. As a result, a number of demonstrators also suffered from tear gas inhalation. Additionally, Israeli forces abducted two international human rights defenders. Israeli forces also turned the roof of the cultural center in the village into a military site until 16:30.

Recommendations to the international community:

Due to the number and severity of Israeli human rights violations this week, the PCHR made several recommendations to the international community. Among these were a recommendation that the High Contracting Parties to the Fourth Geneva Convention convene a conference to take effective steps to ensure Israel's respect of the Convention in the Occupied Palestinian Territories and to provide immediate protection for Palestinian civilians.

The PCHR calls upon the High Contracting Parties to the Fourth Geneva Convention to comply with their legal obligations detailed in Article 146 of the Convention to search for and prosecute those responsible for grave breaches, namely war crimes.

PCHR Weekly Report: 2 children killed, 144 civilians wounded this week by Israeli forces

In its Weekly Report On Israeli Human Rights Violations in the Occupied Palestinian Territories for the week of 12– 18 May 2011, the Palestinian Center for Human Rights found that two Palestinian children were killed in the Gaza Strip and the West Bank.
The child who was killed in the Gaza Strip was mentally disabled and was killed by a shell fired by Israeli forces. A child in the West Bank sustained serious wounds by the explosion of a suspicious object left by Israeli forces.

In addition, Israeli forces used excessive force against peaceful demonstrations commemorating the Palestinian Nakba, injuring 144 civilians in the Gaza Strip and the West Bank. The wounded include 47 children, 5 women and 4 journalists.

Israeli attacks on Nakba protests:

On 15 May 2011, Israeli forces used excessive force to disperse participants in peaceful demonstrations commemorating the 63rd anniversary of the Palestinian Nakba in the Gaza Strip and the West Bank. As a result, 144 Palestinian civilians, including 47 children, 5 women and 4 children, were wounded. In the Gaza Strip, 105 people were wounded, including 31 children, 3 women and 3 journalists. In the West Bank, 38 civilians were wounded, including 16 children, 2 women and a journalist. PCHR strongly condemns the use of excessive force against peaceful demonstrations in the Occupied Palestinian Territories and calls upon the international community to immediately take action to compel the Israeli government to stop its systematic crimes against Palestinian civilians.

Israeli forces also abducted 6 demonstrators in a peaceful demonstration that Palestinians organized near Qalandya checkpoint to commemorate the 63rd anniversary of the Palestinian Nakba.

Israeli forces imposed a total closure on the West Bank and the Gaza Strip on the anniversary of the Palestinian Nakba.

According to investigations conducted by PCHR, the incidents occurred as follows:

At approximately 10:30 on Sunday, 15 May 2011, dozens of Palestinians began gathering approximately 1700 meters south of Beit Hanoun (Erez) crossing in the northern Gaza Strip. People had gathered to participate in activities commemorating the 63rd anniversary of the Palestinian Nakba. At approximately 11:30, dozens of Palestinians headed towards the border fence near Beit Hanoun (Erez) crossing. Ten minutes later, Israeli forces stationed at the border fired 4 arterially shells in the area where the Palestinians were gathering. Simultaneously, Israeli soldiers on watchtowers opened fire at the demonstrators. Israeli forces continued intermittently firing until evening, while helicopters hovered over the area also firing heavily at the area surrounding the demonstrators. Additionally, dozens of tear gas canisters and bombs which released a smoke were fired, causing fainting and neurological symptoms. As a result, 103 Palestinians were wounded and dozens suffered from gas inhalation. Thirteen of them were transported to al-Awdah Hospital in Jabalya, 6 ones were transported to Balsam Hospital in Beit Hanoun, and 84 ones were transported to Martyr Kamal Odwan Hospital in Beit Lahia. The wounded included 27 children, 3 women and 3 media personnel.

The media workers who were wounded are: Hussein Abdul Jawad Karsou', 36, from al-Thalathini Street in Gaza City. He works as a freelance journalist and cameraman for al-Shoroq Media Institution and also managing a page of Gazan News Agency on Facebook. He was wounded by a bullet to the left leg; Mohammed Ibrahim Mohammed Othman, 25, a freelance cameraman, from Sheikh Radwan neighborhood in Gaza City. He was wounded in the chest; and Aasem Mohammed Shihadah, 25, a cameraman of the National Media Company. He suffered from gas inhalation due to firing bombs which released toxic smoke.

Additionally, three members of the Palestine Red Crescent Society's (PRCS) medical staff suffered from suffocation and fainted: Ahmed Abu Foul, 30, Director of PRCS's volunteers; 'Atiyah Morad, 25; and Ramadan Hoso, 28.

At approximately 15:00, Israeli forces stationed at the border fence, east of Khan Yunis in the southern Gaza Strip, opened fire near dozens of Palestinians participating in a peaceful demonstration in the eastern part of 'Abasan village, east of Khan Yunis. As a result, two Palestinians were moderately wounded and were transported to the European Gaza Hospital in Khan Yunis to receive medical treatment.

In Ramallah, at approximately 13:30 on Sunday, 15 May 2011, dozens of Palestinian civilians gathered at the entrance of Qalandya refugee camp, north of Jerusalem, and headed towards Qalandya checkpoint, which separates Ramallah from Jerusalem. The demonstrators threw stones and empty bottles towards Israeli soldiers, who had been heavily deployed near the checkpoint since the early morning. Israeli forces immediately fired rubber-coated metal bullets, sound bombs and tear gas canisters at the demonstrators. As a result, 26 civilians, including 11 children and a woman, were wounded and were transported to Palestine Medical Complex in Ramallah to receive necessary medical treatment. Medical sources stated that the majority of injuries were in the upper parts of the body. Israeli forces, using undercover units, abducted 6 Palestinians; one of whom had been wounded in the head.

Also at approximately 13:30, dozens of Palestinian students from Bir Zeit University and dozens of Palestinians from surrounding villages gathered in the center of Bir Zeit village to organize a peaceful demonstration on the occasion of the 63rd anniversary of the Palestinian Nakba. They walked in the streets, chanted national slogans and raised Palestinian flags. Then they walked to Attara checkpoint, north of Bir Zeit village, where Israeli forces were hiding behind cement cubes. Israeli forces closed the checkpoint and demonstrators stoned Israeli forces that responded by firing bullets, rubber-coated metal bullets, tear gas canisters and sound bombs. Dozens of demonstrators suffered from gas inhalation as a result and others sustained bruises as they were beaten by Israeli forces. They were all treated on the spot.

In Hebron, Palestinian civilians organized peaceful demonstrations in the center and south of town, at the northern entrance of the town, and at the entrances of Beit Ummar, Bani N'eim, Zeef villages and the Fawwar refugee camp. As a result of clashes with Israeli forces, 12 civilians, including 5 children and a woman, were wounded. In addition, a number of civilians fainted from tear gas inhalation, and others sustained bruises due to violent beating.

Also in the same context, Israeli forces intentionally obstructed the work of many media workers, directly attacking some of them, preventing others from performing their work and driving others out of the scenes of events, while they were covering events. As a result, Najeh Diab al-Hashlamon, 48, a cameraman of APA (an American news agency), was wounded by a bullet to the left foot. Al-Hashlamon was transferred to Hebron Public Hospital for medical treatment. In addition, the glass of the car of Samih Salem Shahin, 40, a camera man of AFP, was crushed after Israeli forces fired at the car.

Al-Hashlamon told a PCHR fieldworker that at approximately 15:00 on Sunday, 15 May, he was in "Talaat al-Zahed" Street, north of the old city of Hebron. He was close to the wall in the street and was filming a group of soldiers while firing at Palestinian demonstrators to the east of "Talaat al-Zahed" Street. In the meanwhile, he was shot by a bullet to his left foot. Al-Hashlamon said that he was clearly seen to Israeli soldiers who were just 8 meters far from him.

Shahin told the PCHR fieldworker that after he finished his work, he headed to his Hyundai Avante car which he parked near al-Jazaer Preliminary School to the east of the end of al-Zahed Street, but he found that the windows of his car were crushed by bullets fired by Israeli forces.

On Sunday morning, 15 May, Israeli forces raided many roofs of houses in Hebron and Beit Ummar village and transformed them into military sites. Dozens of snipers took positions on these roofs to target Palestinian civilians participating in peaceful demonstrations. The recognized houses occupied by Israeli forces belong to Tayseer Zahdeh, Imad Abu Shamseyeh, Hashem al-Izzeh, Mohammed Ali Abdul Haq al-Jaabari, Mohammed Abdul Muttaleb Abu Sneina, Mahmoud Saleh Abu Ayash, Khaled Ismail Sadeq Sabarna, Mohammed Hamdi Abu Maria and Badr Hussein Alqam.

At approximately 16:45, a peaceful demonstration was organized in Azzoun village, east of Qalqilya, to commemorate the anniversary of the Palestinian Nakba. The demonstrators walked towards the entrance of the village where Israeli forces where intensively deployed in the area over night. There were 10 military vehicles and many infantry soldiers. As the demonstrators arrived at the entrance of the village, they clashed with Israeli forces. Demonstrators stoned Israeli forces that responded by firing tear gas canisters and sound bombs at the demonstrators. At approximately 18:00, a force from the Palestinian National Forces arrived at the scene and convinced the demonstrators to leave the area. No casualties were reported.

Israeli attacks in the Gaza Strip:

In the Gaza Strip, on 15 May 2011, Israeli forces used excessive lethal force to kill a mentally disabled Palestinian child near Nahal Oz border crossing, east of Gaza City. The child was killed by a shell fired at him by Israeli forces. Medical crews found the child's body nearly 300 meters to the west of Nahal Oz crossing. The body was taken to al-Shifa Hospital in Gaza City. According to statements given to a PCHR fieldworker by the forensic medicine department, the boy was hit by shrapnel from a shell to the chest and the head.

Israeli forces continued to target Palestinian fishermen at Gaza sea. Israeli forces fired at Palestinian fishing boats, but no casualties were reported.

Israel has continuously closed all border crossings of the Gaza Strip for over three years. The illegal Israeli-imposed closure of the Gaza Strip, which has been steadily tightened since June 2007, has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip.

The cooking gas crisis which has erupted last November has continued to affect the Gaza Strip. This crisis was created when the Israeli occupation authorities totally closed, on 04 January 2010, Nahal Oz crossing, which used to be dedicated for the delivery of fuel and cooking gas supplies to Gaza, and shifted fuel and cooking gas supplies to Karm Abu Salem crossing which is not technically equipped to receive Gaza's needs of fuel. Karm Abu Salem crossing, with its maximum absorptive capacity, can receive only 200 tons of cooking gas per day.

It should be noted that the Israeli occupation authorities have worked over the past three years to make Karm Abu Salem crossing, which is not appropriate for commercial purposes, as Gaza's major and sole crossing.

Israeli attacks in the West Bank:

In the West Bank, on 13 May 2011, Israeli forces killed a Palestinian boy in the Jerusalem neighborhood of Silwan. The child was killed when a bullet was shot at him from the direction of two houses which were occupied earlier by Israeli settlers in the center of Silwan. They boy was walking on a dirt road and was between 10 and 15 meters from the two houses when he was shot. It should be noted that members of a private security agency and members of the Israeli Border Guards provide protection to settlers who seized the two houses.

On 13 May 2011, a Palestinian child was seriously wounded by the explosion of a suspicious object left by Israeli forces in the Jordan Valley in the northeast of the West Bank.

Israeli forces conducted 20 incursions into Palestinian communities in the West Bank, during which they abducted 15 Palestinian civilians, including 3 children.

Israeli forces have established checkpoints in and around Jerusalem, severely restricting Palestinian access to the city. Civilians are frequently prevented from praying in the al-Aqsa Mosque in Jerusalem.

There are approximately 585 permanent roadblocks, and manned and unmanned checkpoints across the West Bank.

Israeli Annexation Wall:

Israeli forces continued to use force against peaceful protests against the construction of the annexation wall and settlement activities in the West Bank. Three demonstrators, including a child and an international human rights defender, were wounded. Israeli forces abducted 10 demonstrators, including 2 Israeli solidarity activists.

Israeli forces have continued to attempt to crack down peaceful protests and to prevent international human rights defenders from participating in peaceful assemblies against settlement activities and the construction of the annexation wall. As part of these attempts, Israeli forces abducted 4 protesters, including 2 Israeli solidarity activists.

Following the Friday Prayer on 13 May 2011, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil'ein village, west of Ramallah, in protest to the construction of the annexation wall. This demonstration coincided with the 63rd anniversary of the Palestinian Nakba. The demonstrators were raising the portraits of martyrs Jawaher and Basem Abu Rahma and carrying a big key with number 63 on it, representing the years of Nakba. Besides, there was a cart carrying old people and children, who were wearing the Palestinian traditional clothes, showing that they were returning to their homeland. The demonstrators then walked towards the annexation wall. Israeli forces made a barrier of barbwire approximately 100 meters far from the wall. Before the demonstrators' arrival at the barrier, Israeli forces closed the barrier and fired bullets, rubber-coated metal bullets, sound bombs and tear gas canisters at demonstrators. Israeli forces also sprayed wastewater at the demonstrators and chased them in olive fields. As a result, 2 Palestinians, including a child, were wounded, while dozens suffered from tear gas inhalation and sustained bruises. The wounded:

They then walked towards the wall. Israeli forces closed the gate established on the wall with barbwire. When the demonstrators tried to cross the wall to the land located behind it, Israeli forces prevented them. The demonstrators responded by stoning Israeli forces that responded by firing bullets, rubber-coated metal bullets, sound bombs and tear gas canisters at demonstrators. Israeli forces also chased demonstrators in olive fields. Many demonstrators suffered from tear gas inhalation as a result.

Also following the Friday Prayer on the same day, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Nabi Saleh village, northwest of Ramallah, in protest against the construction of the annexation wall and settlement activities. The demonstrators walked in the streets of the village and chanted national slogans, expressing their refusal to the occupation and its arbitrary actions. They also raised the Palestinian flags. They then walked towards the lands that settlers from "Halmish" settlement try to seize. Israeli forces closed off the southern entrance of the village to prevent Palestinian and international demonstrators from having access to the mentioned lands. As the demonstrators attempted to access the land, Israeli forces prevented them. Israeli forces fired bullets, rubber-coated metal bullets, sound bombs and tear gas canisters at demonstrators.

Israeli forces also sprayed wastewater at the demonstrators and chased them. As a result, the American activist, Christian, 23, was hit by a tear gas canister in the head, due to which he was transported to Palestine Medical Complex in Ramallah for medical treatment. Besides, many demonstrators suffered from tear gas inhalation and sustained bruises in this incident, including Hala Ayoub al-Tamimi, 45, who sustained bruises in the back, and Helmi al-Tamimi, 29, a cameraman of the Public Committee against the Wall. In addition, Israeli forces abducted 4 demonstrators, including 2 Israeli solidarity activists, and transported them to "Benjamin" police station, southeast of Ramallah.

Israeli settlement activities:

Israeli forces continued settlement activities and Israeli settlers continued their attacks in the West Bank. Israeli settlers continued their attacks against Palestinian civilians and property.

On 14 May 2011, a number of settlers from "Gilad" settlement attacked three Palestinian farmers from Jeet village, northeast of Qalqilya. The Palestinians were attacked while they were going to their work. The attack took place before the eyes of Israeli forces.

In his testimony to PCHR field worker, Ayoub Yamin said:
"At approximately 16:00 on Saturday, 14 May 2011, my brother Firas, my cousin Morad and I went to our land named "Khelet al-Shaqfan" located in the west of the village, to cut the thyme saplings. Once we arrived, we were shocked when seeing 3 Israeli soldiers standing on the highest area of the land. They took our IDs and told us that it was so difficult to work that day without obtaining coordination although we go there every day without any coordination. While we were talking to them, 3 Israeli settlers attacked us and said that we don't have any land there. When they asked us if this land is ours or not, we replied saying yes. As a result, they took our tools and started cutting an almond tree near us. They then chased us using stones until we got out of the land. We did not return there and decided not go there anymore."

On Sunday 15 May 2011, a number of Israeli settlers from "Kiryat Arba" settlement, southeast of Hebron, attacked a house belonging to Abu S'ifan family, who lives in al-Hsein valley adjacent to the wall of the said settlement. They tried to set fire to the house, which threatened the lives of the house’s residents.

According to investigations conducted by PCHR, at approximately 18:00, while some children of the family of Hosni Abdul Hai Matariya (Abu S'ifan) were playing in the yard of their house, in which 11 individuals live, a group of Israeli settlers living in the said settlement threw 4 fire bottles towards the house. One of the bottles hit the roof, the second fell a meter away from the house, while the third and fourth ones fell into the yard. As a result, the children were terrified and ran into the house. Besides, some rugs in the yard were burnt.

When the house’s residents noticed the fire, they extinguished it with the help of their neighbors and called a patrol of the Observer Mission of the "Temporary International Presence in Hebron," which arrived 40 minutes later.

Abu S'ifan stressed that 4-5 Israeli settlers were on the wall adjacent to his house directly. They carried out their attack, which could have caused a disaster. He pointed that although two observers of the Temporary International Presence came to his house to know what had happened and prepare a report about it, 15 minutes later, the same settlers attacked the house again by stones and empty bottles. All of this happened despite the presence of military observation points adjacent to and surrounding the settlement.

On 17 May 2011, a number of Israeli settlers raided the Orphanage School in occupied East Jerusalem. The settlers attacked the students in classrooms. Later, the Israeli police raided the school and abducted the headmaster, Ibrahim Shawar, and the deputy headmaster, Isam al-Tawil, for investigations.

Recommendations to the international community:

Due to the number and sevrity of Israeli human rights violations this week, the PCHR made several recommendations to the international community. Among these were a recommendation that the European Union activate Article 2 of the Euro-Israel Association Agreement, which provides that Israel must respect human rights as a precondition for economic cooperation between the EU states and Israel. PCHR further calls upon the EU states to prohibit import of goods produced in illegal Israeli settlements in the West Bank.

The PCHR calls on the international community to recognize the Gaza disengagement plan, which was implemented in September 2005, for what it is - not an end to occupation but a compounding of the occupation and the humanitarian crisis in the Gaza Strip.
