I suppose this should have occurred to me earlier, but how would policing work in communism? That is, not policing in the modern sense, of course. Let us say that someone obtains a weapon and uses it to establish dominance over a group of people, or something equally petty but entirely possible. How would they be stopped? And by who? And who would decide whether they have actually caught the guilty party or not (wouldn't be the first time...)

Regional militias would have access and superior training with weapons, so I would assume they would be charged with stopping someone who gains hold of a mass amount of weapons and goes rouge. I'm not entirely sure what you mean though. I'm not in favor of the abolition of weapons, so it's unlikely that someone could "take slaves," as it seems you are suggesting.
The criminal justice system, in my opinion, would be a group of invididuals suited for the task who hunt for facts and then come to a decision. Instead of the prosecution putting innocent people in jail, and defense attorneys getting guilty ones out, there would be more focus on finding the truth rather than winning the case. And with many property crimes dimished extremely (because people won't need to), there are more resources to dedicate to preventing crime and finding out the real perpetrator.
