The workers would pick someone who the trust and respect to distribute the vouchers. But they wont be physical vouchers. We have computers, so lets not waste paper. They would be spent on consumer goods. Needs would be provided. (Marxist perspective)

Yeah vouchers are only for the transitional phase, the to each according to his need is for once we achieve communism.
