have you read the article you link to?

De Puydt, a proponent of laissez-faire economics (http://en.wikipedia.org/wiki/Laissez-faire_economics)[1] (http://en.wikipedia.org/wiki/Panarchism#cite_note-dePuydt-0), wrote that "governmental competition" would allow "as many regularly competing governments as have ever been conceived and will ever be invented" to exist simultaneously and detailed how such a system would be implemented. As David M. Hart writes: "Governments would become political churches, only having jurisdiction over their congregations who had elected to become members."[2] (http://en.wikipedia.org/wiki/Panarchism#cite_note-1)

There could be as many governments as there are people in the world?

What happens when my government declares war on yours and I kill you, I didn't break any laws, its not illegal in my country. What, do I have to stand before the UN...with all 6.9 billion representatives present?

I have, and i meant a more sane version of it, there would still have to be a commitee or something that decides what the terms of join and leaving, as well as some universal laws. Im not a supporter, just look at all the views out there. Im a Communist.

Read my above post, if such a system were to exist it would have to be more fleshed out not just some idea that guy came up with.

So it would have to be more like anarchist, not panarchist? So can panarchy work it we don't actually use it, but just refer to anarchism as panarchism?

Aside from issues of that being totally fucking impossible. (capitalists have to expand to new markets) That would not be "panarchy" it would be, well, business as usual.
