In 1948, Washington insider George Kennan authored an internal government document entitled, "Policy Planning Study 23" which candidly discussed US foreign policy objectives as well as US indifference to human rights, the raising of living standards, and democratization. It's instructive and useful to maintain this as an example of candor from the commanding heights of the US political establishment, about the hegemonic manner in which the US acts upon the world stage.
