Technically it isn't, but it is a fine example of Poe's Law, wherein it's almost impossible to tell caricatures of religious fundamentalism from the real thing.
On the other hand, it IS replete with trolls, so many of the things there are blatant satire.

Sometimes people get into the habit to the point of it affecting their lives in a negative way, but from what I understand you cannot form a chemical dependency on marijuana like you would with meth.

But the way it's worded is caricature reactionary rhetoric. It also follows the false notion that Marijuana is ruining peoples lives, because it's a dangerous drug. This leads to the conclusion that the anti-working class war on drugs is necessary instead of actually making drug use safe.
