I used to live in Berlin, and whenever I tried speaking German most strangers would just reply to me in English.

I've heard that about some European countries (namely France + Germany) too. I've never been to Europe, but I have been to Mexico/Central America, and people there are really friendly if you try to speak Spanish with them, even if you have a bad understanding of it. They'll play along and help you out even if they know English. Which actually wasn't often, as my parents were firm believers in not going to any tourist destinations.
