Honestly, why should we care what Marx would have said? Despite the name, Marxism isn't about slavishly following the old man, but using the tools he gave us to come up with our own answers.

He wrote his theory in the 1800's, I'd be surprised if he could come to grips with the technology of the modern world.

If you want to approach the answer to the OP, just study the inter-Marxist theoretical debates about the nature of the USSR. Personally I recommend Marcel van der Linden's Western Marxism and the Soviet Union (although it doesn't really deal enough with the Marxist-Leninist perspective) but it is a great starting point.
