How does the position of the subject (bureaucrat, cadre, elected official, etc...) effect their political consciousness? For example, I've heard that Mao Zedong felt bureaucrats were primarily conservative, due to their placement in relation to the structure of government. Is this true? Also, is it true that "power corrupts and absolute power corrupts absolutely"? And, how do differences in government structure affect policy (example parliament vs. presidential or single-member vs. proportional)? Do hierarchical forms of organization lead to repression?
