Would you support one if its run by the workers

I would support a planned economy run by the workers, yes.the reason why there is an apparent failure in the public of planned economy as far as the USSR goes is because the Soviets divided goods into two categories: category 1 (which was industrial production) and category 2 (which was consumer production).
The USSR emphasized category 1 production over category 2 production, and this led to a schism in the amount of goods produced in category 2, hence where the infamous propaganda line "waiting hours for a bar of soap" came from.
The Soviets produced much of category 1 goods, hence why they became an industrial power house so quickly, so indeed, it can work.
What needs to be corrected is category 1 can't be emphasized over category 2; they need to be produced equally.

There are different types of planned economy. Decentralized or centralized, top down or grassroots. Also, saying it should be "run by the workers" is still problematic because people as residents of communities also need to have control over their own consumption, that is, what are the priorities for production for individual and collective consumption.
