The state is a collective body of armed forces and law courts. The government is an elected body of politicians who control the state. Due to the government's power over the state, they also have power and influence over society and therefore have the responsibility of making large scale decisions "on the behalf of the people". The capitalist class of landowners and monopoly holders have direct influence over the politicians who steer the wheel of power.

there could be a governement without state, but a state cannot exist without a governement.
so i would say a state is the act of the governement, a creation with its pro and cons.
