Hey i know this is old but i found this link on a libertarian site and im kinda curious to what this is all about. Im sure theres a logical explanation for this :)

There was an excellent post a while back by Khad about this. You could see if you can dig it up. But essentially, many of those jobs were jobs that shouldn't be public sector in the first place, like being a barber. There is no reason for the state to hire barbers, since being a barber requires no capital.

There's two steps in the economic development in Cuba. First transfer 500,000 workers from the public sector to the self-employed sector, then when that's stable, transfer another 500,000 workers from the public sector to the self-employed sector.
