This is actually a brilliant idea. Have they presented this to anyone actually considering the step in making this abstract ideal into concrete development?

As long as you take precautions it'll be fine. I doubt this will ever get built though. :(
Mind you the Russians did some work on using orbital mirrors in Siberia...

I wouldn't mind it. As long as they had enough resources down below to keep it sustainable, I think it would be an interesting experience. Not to mention a great social-experiment that could be developed out of this project.

However, this seems to be environmentally influenced (sunlight and diet), which naturally suggests a solution - artificial sunlight (http://en.wikipedia.org/wiki/Artificial_sunlight) and rich sources of vitamin D.
