I'm having difficulty reading this part of the song. It seems like the chords are mashed together or something. Could someone possibly make it more clear to understand or explain to me? Thank you.
F# C#/F /D# C# B F#/A# G#m /A# /B C#
F# E D#m C# B F#/A# G#m /A# /B C#

I'm not sure if I understand what you're asking. It appears to just be an F# chord followed by a C# followed by an F and so on. What song is it? It does seem unusual as it is not "normal" for an F# major and F major chord to occur right next to each other, but that doesn't mean people don't do it at all. If these are just the chords, it seems somewhat straightforward, or are these the harmonic elements making up the chords?

When you see something like C#/F, that means to play the C# inversion with F in the bass (though it's usually called E# in that harmony). It's hard to say what /D# means without anything in front of the /. It could be indicating to play C# add 9 with the D# in the bass.

Slash chords, indicating the bass, should be written out like G#m - G#m9/A# - G#m/B instead of G#m /A# /B, but this may be a shorthand I haven't seen before.

Quasi's All the Same. I got it the chords from here: http://www.quasi2x2.com/Tabspage.html. Scroll down to where it says in bold "Field Studies". The song under that should be it. It's supposed to be the interlude between the second and third verses.

After listening to the song, yes, the slash notation is definitely indicating the bassline in the harmony.
