Im guessing the US government did do it and 'cant' explain it because they wont explain it. for one of the largest intelligence systems in the world, they do a horrible job of making bullshit up.

theres a pretty big naval base in San Diego which is roughly 100 miles from LA

Do you actually live in LA? Because your profile thing says San Diego. Its just that I live in LA county, and ive seen a few of these contrails myself, over the past week. This all seems to be just classic media sensationalism- These occur every year or two, so Im pretty sure theyre just missle tests, seeing how theres like billions of military installations all along the california coast. The contrails go too high and fast at such a high angle for any jet.
