A lot of them--- if they were heavily armed--- would sell those arms for the next fix.

And a lot of them are mentally ill. Some of them are neither but in serious need of financial assistance.

Agreed. But I was thinking something more along the lines of the old BPP community service programs for starters.It would be the incubation of Glen Beck's worst nightmares!
