Was this actually a certain timeframe in history, and are there books on it and such? Or is it just a term commonly used for the 1984 esque idea..?

In the United States, there are a couple of periods in US history that are referred to as "Red Scares." The first was in 1919, in response to the triumph of the Bolshevik Revolution. The second came towards the end of the 1940s, when the USSR developed a nuclear bomb of its own and China became a Communist state. There have been other periods in U.S. history of anti-left hysteria (the 1880s come to mind), but it is the two I mention above that are the universally recognized "Red Scares."

The first US anti-radical purges was not the Red Scare. It was Haymarket & the post-Haymarket purges. The American ruling class launches purges of the population every so often so as to maintain their control of the population. Radicals are jailed, exiled, killed and completely demonized. McCarthyism was probably the most famous of these purges. THE Red Scare refers to the purge launched from approximately 1918-1920. Numerous radicals were jailed, including Eugene Debs, leader of the Socialist Party USA. He still ran for president (he was in jail during the election season) and got a million votes. They engaged in large scale repression against the Socialist party - rigging elections, jailing leaders, etc. - which eventually broke the organization. Emma Goldman & Alexander Berkman, two important Anarchist militants, were exiled to Russia along with many other radicals. Some fled the country in order to escape persecution. The Industrial Workers of the World faced large government repression which eventually turned the union into a shell of it's former self. Attourney General Palmer launched the infamouns Palmer raids to destroy radical organizations. In response to all this a few anarchists and socialists got together & formed the American Civil Liberties Union.

Read "The Crucible" by Arthur Miller. Its about the Red Scare but in a fictional sort of way. The book is about the witch hunts and he uses that to compare it to the Commie hunts. Good play
