police misconduct isnt just a matter of bad apples, but a function of the very nature of policing in the US. poor folks are most often subjected to police abuse and the forms that abuse takes. the role of police brutality in repressing political dissent and in preserving existing structures of inequality. The police uphold a racist system in order to defend the property relations of capitalism.

Cops are encouraged by their superiors and by their own feeling of pride that comes from wearing a uniform, taking a really vague and meaningless oath to "protect the city" and having a gun. They really don't see themselves that way when they join up, though. They see themselves as guys who need a job, just like any applicant for every other job in capitalism. Something happens to them during training, the same thing that happens to the military. They are being trained all this time to kill and incapacitate people-usually with only a slight emphasis on "only when necessary"-until they turn into oppression machines. They get into the training program when it still seems like a game, a program where the most fun parts of the training involve shooting/incapping people in a violent situation, so they develop an inclination towards violence because everything else they get thrown at them is just paperwork and legal jargon that they didn't sign up for.
