Professor said that a specialization in certain area that I am interested in would be skills oriented. What does that mean?

Does it mean it's hands on stuff that usually does not require educational training?

His words: All specialization certificates are skills oriented, so there is little market demand for them by themselves, but together with a masters degree would be valued in the marketplace.

what did he mean?

thanks

Tangible skills as opposed to theoretical knowledge or work. If your area is sociology, a skills-oriented specialization would be a particular research technique or techniques.
