While canoeing tonight I was being photographed (I'm 17) along with others at the club (mostly under 14s) by someone unknown to any of us, this is a criminal offense in the UK, do I have any rights to perform citizens arrest or is the only thing I can do inform him that he's breaking the law and if he continues he'll be reported to the police?

Was he specifically targeting you? There's people take photos all the time which have strangers in them, I don't see how any such law could be enforced. Unless you went up to the guy and asked him why he was taking the photographs and he ran away giggling you probably have no reason to be scared.

He was targetting paddlers specifically and seemed to have issues with us using the canal, It has happened before with video cameras, but the only thing the club does is tell the juniors "tell your coach if anyone photographs you," which is ok for some of the older juniors but some parents of 10 or 12 year olds probably don't want strangers taking photos of their sons or daughters wearing shorts and t-shirts.
