Be ready for integration: PM to security chiefs

KATHMANDU, Sept 20: Prime Minister Madhav Kumar Nepal on Sunday directed heads of all the security agencies to be prepared for possible integration of the Maoist combatants in their respective forces and plan accordingly.
The prime minister´s issued such instructions during his meeting with Army Chief Chhatraman Singh Gurung, Inspector General (IG) of Nepal Police Ramesh Chand Thakuri, IG of Armed Police Force Sanat Kumar Basnet and Chief of National Investigation Department Ashok Dev Bhatta, at his office in Singha Durbar.
"The prime minister has sought a possible number of Maoist combatants that each security organization can accommodate," Peace and Reconstruction Minister Rakam Chemjong told Republica. Chemjong, senior officials from the Office of the Prime Minister, Home Ministry, Defense Ministry and Peace and Reconstruction Ministry were present at the meeting held on Sunday afternoon.
The meeting was held against the backdrop of the agreement between the government and UCPN (M) to accomplish outstanding task of the peace process ´basically´ before January 14, 2011.
The meeting also follows a decision of the Special Committee to dissociate Maoist combatants from the UCPN (M) in principle last Thursday.
Army, police, APF designate members for secretariat
The Nepal Army (NA), Nepal Police (NP) and the Armed Police Force (APF) recommended names of their representatives for the proposed 12-member secretariat, to the Special Committee formed to accomplish supervision, integration and rehabilitation of the Maoist combatants.
According to Chief Secretary Madhav Prasad Ghimire, who is also the Special Committee spokesperson, Brigadier General Mahesh Bikram Karki will represent the NA in the secretariat. Similarly, Deputy Inspector General (DIG) of NP Kesh Bahadur Shahi and DIG Singh Bahadur Shrestha of APF have been recommended to represent their respective organizations in the secretariat.
The Special Committee last week had decided to induct four members each from NA, NP, APF and Maoist People´s Liberation Army (PLA), in the eight-member technical committee that has been working under the Special Committee for long. The UCPN-M is yet to name its representative.
According to Bishnu Nepal, joint secretary at the Ministry of Peace and Reconstruction, the ministry wrote to UCPN-M on Sunday to name its representative.
Maoist leader Janardan Sharma, Maoist representative in the Special Committee, told Republica his party has picked its leader Kul Bahadur KC for the secretariat.
The Special Committee said that the proposed integration and rehabilitation of the Maoist combatants will be started once the secretariat gets its full shape.
´We are planning to start the process after the General Convention of the Nepali Congress concludes," said Minister Chemjong. The convention will conclude on September 21.
