Unified CPN (Maoist) leaders have said they will form a majority government with support of the CPN (UML) as per a three-point agreement between the two parties on Friday if the efforts to form a consensus government fail.

Maoist leaders claimed UML had pledged support for them for a majority government if required at a meeting with six fringe parties which supported them during the prime ministerial election at Maoist parliamentary party office, Singha Durbar Sunday.

"We will form a majority government with support of UML and continue our efforts to secure a two-thirds majority," Sunil Prajapati, leader of Nepal Workers and Peasants Party (NWPP), quoted Maoist chairman Pushpa Kamal Dahal.

Our priority is still a consensus government, but we will form a majority government with CPN (UML) if our efforts for consensus fail, said Maoist vice chairman Narayan Kaji Shrestha after the meeting.

UCPN (Maoist) had decided to withdraw from the prime ministerial race in the next round of election after a three-point agreement with UML last Friday.

Claiming that the election process should end as two of the three candidates had already withdrawn, Shrestha said, we will first urge Nepali Congress (NC) to withdraw candidacy and request the Speaker to suspend the election process with if NC refuses to do so.

We will inform the Speaker of the Maoist-UML agreement in writing, Shrestha added.

Meanwhile, leaders of the fringe parties lamented the Maoist leaders did not consult them while deciding to withdraw the candidacy even though they had stood beside the Maoists in the prime ministerial elections.

Leaders of six fringe parties including NWPP, Nepa Party, CPN (ML-Samajwadi) and Janata Dal were present at the meeting.

Sources say, there has been an agreement to make Jhala Nath Khanal the Prime Minister if a two-third majority is created and Pushpa Kamal Dahal the Prime Minister if only a simple majority is created.

Maoist leaders also claimed the Madhes-based parties were also positive on their efforts to form a coalition with the UML.

However, CPN (UML) leaders have not given any official response to the Maoist claim. They have neither refuted nor supported Maoist claim of the efforts to form a coalition.

CPN (UML), with 108 seats, and UCPN (Maoists), with 237, seats will have a clear majority together. If the Madhes-based parties also support them, they can form a two-thirds majority without support of Nepali Congress (NC). nepalnews.com

KATHMANDU: The UCPN-Maoist today told the fringe parties, who supported the Maoist candidate in prime ministerial elections, that there was the possibility of a Maoist-UML coalition government if they failed to form a national consensus government.

According to Sunil Prajapati of Nepal Workers and Peasants Party, UCPN-M said it would go for a majority government with UML and then try to garner two-third majority in the Legislature-Parliament. “Maoist chairman Prachanda told us about the possibility of a majority government with UML in response to our query about the protracted deadlock,” Prajapati told THT.

During a meeting with six fringe parties at Singh Durbar this afternoon, Maoist leaders had reiterated their stance of forming a national unity government. However, they said a joint government of the Maoists and UML could be formed if consensus could not be forged among the parties.

Maoist vice-chairman Narayan Kaji Shrestha ‘Prakash’ said the party’s topmost priority was to form a national consensus government under the leadership of his party, but they would have no alternative to form a majority government with UML if the attempts to forge consensus failed.

Maoist leaders had briefed the six fringe parties about the three-point agreement inked with the UML. Leaders of the fringe parties expressed dissatisfaction over Prachanda’s withdrawal of PM’s candidacy.

“Chairman Prachanda and vice-chairman Shrestha both apologised for not consulting us before signing the deal with UML,” said Prajapati.

Prajapati had suggested to the Maoist leaders to amend the constitution and include the provision of allowing the single largest party in the CA to form government if three consecutive elections fail to form a new government, with a condition that the party has to garner majority within three months.

The Maoist leaders were for amending the regulation, as the NC and other Madhes-based parties might not agree on that, said Prajapati. Top leaders of NWPP, Janata Dal, Nepal Sadbhavana Party-Anandidevi, CPN-ML (Samajbadi), Nepa Rastriya Party, and Rastriya Janamukti Party had attended the meeting at the Maoist parliamentary party office in Singha Durbar.

Khanal refutes reports on UML-Maoist alliance

KATHMANDU, Sept 20: CPN-UML Chairman Jhalanath Khanal Monday dismissed the reports carried by media that his party and the UCPN (Maoist) have reached any agreement to form a majority government.

Addressing the party´s politburo meeting held at UML head office in Balkhu, Khanal informed the party leaders that they had not reached such an agreement with the Maoists. Khanal was briefing the party leaders on the recent political development, including the three-point pact reached earlier with the Maoist party.



"Chairman made it clear at the meeting that the reports were wrong," UML Spokesman Pradip Gyawali said. He said that the UML was committed to forming consensus government.

As per the deal, Maoist Chairman Pushpa Kamal Dahal showed his readiness to withdraw his candidacy from the prime ministerial race, while the UML agreed to abstain from voting slated for the next round.

Meanwhile, Prime Minister Madhav Kumar Nepal briefed the leaders about the progress being made in the peace process. He hailed the progress made by the Special Committee in relation to integration and rehabilitation of the Maoist combatants as ´significant one´ and urged the party leaders to press the Maoists to remain committed on taking the process to a logical end.

"UML leaders should stand united while dealing with the Maoists. Divergent views from within the party can´t exert pressure on them," Gyawali quoted the prime minister as saying during the politburo meeting.

While endorsing the three-point deal reached with the Maoists, the meeting also urged Nepali Congress prime ministerial candidate Ram Chandra Paudel to pull out of the race and pave the way for a consensus government.
