I've noticed the resurgence of this style as well. It was weird how it dawned on me all of a sudden one day: "WTF, when did the '90s come back?"
But I guess it makes sense according to the theory that fashions make a reappearance about 20 years later, before finally dying out.

Thats weird, since here some aspects of 60's and 70's fashion and even 20's and 30's fashion are revived every now and then.

It happens here too (e.g., porkchop sideburns have come and gone countless times). I'm just relaying the theory as I've heard it. Anyway the important part is the reappearance, not the eventual dying out.

I just don't get 20th century fashion...
Late 17th century to early 18th century, now that is manly manliness!

But seriously, I think the 90s retro that I see more often in California is Slackster, not gangster:

And also in hip-hop I've noticed a return to some of the pre/non-ganagster rap styles:

Slackster = slacker-ish. It's a term only I use as far as I know - despite my attempts to get my friends to adopt the word.
I use it in contrast to "hipster" and the trust-fund connotations of that word.

I heard that the fashion for wearing trousers half the way down your arse started in US prisons where convicts weren't allowed belts in case they hung themselves.

i pretty muich dress like a slacker. plain shirts and jeans. i dont think i have bought a new shirt in a year or 2. and no, they dont all have holes.
i actually have to buy more jeans because jeans seem to fall apart within 6 to 12 months or wear.
also, all i do with my hair is brush it down if its longish or just keep it short. no style.
most of my friends though wear stuff like flannel shirts and jeans. pretty 90s gangster if you ask me.

It seems to me that "slacker" is just a term applied to those who couldn't care less about fashion, by those who care a great deal.
It's essentially synonymous with "practical."

It's essentially synonymous with "practical."Or "slacktical" even. Ok, I take that joke back.
I find the word to be a complement. It means I'm being efficient at working the least I can under capitalism and still earn my wage. A slacking worker is a smart worker.

I heard that the fashion for wearing trousers half the way down your arse started in US prisons where convicts weren't allowed belts in case they hung themselves.
sounds more believable than the story i heard but mine is way cooler:
i heard it came from being poor you had to wear the old pants of your older brothers. the bigger your pants, the bigger your brothers who got your back.
so if you had really wide pants no'one would fuck with you.
