Or some kind of psuedo-Soviets or something that were established maybe sometime in the 20's? Maybe it was outside of Seattle I want to say? Might've been Chicago though. Anyone have any information on this? Please and thanks

I think it's also worth mentioning the 1877 St. Louis strike. What began off as a railroad strike escalated into a full-blown general strike as other industrial workers in St. Louis joined in. The workers then proceeded to form their own government, probably something we could see as a Soviet, and it was put down only when the army intervened. I've sometimes seen this episode referred to as the "St. Louis Commune". Edit: seems the libcom post mentions this
