The Communist Hypothesis

I just picked up this book, "The Communist Hypothesis" by Alain Badiou, and I was wondering if anyone here could tell me something about it before I start reading. Are there any useful arguments or interesting new theories in it? Is it like "The Coming Insurrection" (that is, just one big rant with a couple interesting thoughts thrown in)?
