If i negotiate maybe he/she, while having mental disorders may "don't follow my logic" and just kill the hostage or something like that. Well, if I tazed him/her, maybe he/she would kill the hostage while being tazed, or similar. It would depend on the situation. If the teenager was just mouthing off, I'd negotiate with him and if it were required, I'd arrest him. If the teenager was on the verge of shooting other people or himself, I'd negotiate and if that failed, I'd taze him for his own safety and for hte safety of others, but I would use a low voltage tazor. Not the fricken overkill tazors that cops use now...
