A city known for its brutal Spanish colonization in the 17th century rises again:


THE STREETS of the city of Potosí, about 400 miles southeast of the capital of La Paz, are desolate, distended with the uncollected garbage of several weeks of a general strike and popular revolt against poverty. Over 700 vehicles are trapped in road blockades at Villa del Carmen, Betanzos, Chaqui, Dan Diego and elsewhere, separating Bolivia's poorest department (or state) from its neighboring territories, as well as from Argentina and Chile.
