My question is why do the Soviet Leaders need to be elected by the Worker elected Delegates and not by the Workers themselves ?

They don't "need" to be elected in such a fashion, that's just the way it was once done. The goal of leftists today should be to carry the same basic socialist program while changing mistakes of the past.

I for one do not support a system like you described, and many socialists wouldn't.

An election with millions voting directly for candidates who will get seats lacks the face-to-face aspect of delegate meetings, so campaigning budgets and the sympathy of media moguls play a big role.

The problem with indirect elections is that the will of the people gets distorted, you have a gerrymander-like effect at every link of the chain, so the more indirect the process is, the worse it gets. It can be somewhat reduced if a delegate gets to wield votes in proportion to the votes received, but it's still problematic.

It is possible to make the chain between the population and the leaders short and keep the face-to-face aspect if not the entire population votes but a lottery-selected sample. If the number of seats isn't small they can also be directly assigned via lottery.
