This more or less may occur; although it's possible when it comes to website hosting that the server collectives the workers have the ultimate say on what kind of stuff they wish to host and if they reject hosting some Nazi, fascist, racist, and/or reactionary website than that's that. So, perhaps, for the reactionaries to get their shit online they would need to run their own server. Even than, it's possible that other collectives refuse their resources requests (like for electricity, etc) due to their site(s) content.

In other words, the workers would have to pledge for net neutrality or they may choose to hold the power to refuse certain kinds of websites. Ultimately, it's their decision.
