The community-run shooting ranges is an interesting idea. There's room for something like that in a lot of communities, running stuff like free workshops to teach people how to operate firearms safely. But once you institutionalize something like that, it becomes easier to infiltrate (which will happen if you're doing it from a leftist perspective) - it's much harder to break up individuals or small groups going to a shooting range, going hunting, camping, etc.

For me the fall out from the rise of southern-type Nationalist, racist militancy would be immense.....
The 'Libertarian'-National Guard-KKK etc. nexus seems stronger than ever... If anything, this is where America seems to be going currently... Look at the frenzied loyalty that Ron Paul enjoys and you'll get the idea.
