anyone know historicly where it come from?

i got a lot of right wing talk radio people spouting has an argument against socialised medecine that people should be able to be a user/buyer, so that taxes would go down and service would be better.

they argues that the bus system should be paid 100% by it user, and that the middle class shouldnt have to pay for it since they dont use it beccause they live in suburbs.

i dont have difficulties arguing over these things, but where this whole user/buyer, pay per use coming from? reegan??

Then the rich shouldn't have to pay for Medicare and Social Security, things suburban middle class people use and would fight for if it were taken away.

On a moral side not, does anyone else hate being categorized as a "consumer"? To think that society considers being akin to parasites the epitome of governance is, well, sad.

I'm always reminded Carlin's quote regarding the relationship between the poor and middle class:

"You know how I define the economic and social classes in this country? The upper class keeps all of the money, pays none of the taxes. The middle class pays all of the taxes, does all of the work. The poor are there... just to scare the shit out of the middle class. Keep 'em showing up at those jobs."

He's right, if we gave the poor health care, then who's going to make us feel better about ourselves?
