...do admins and mods say Verbal Warning in bold and pretty colors when they don't approve of a post? It's meaningless, isn't it? Why not just chew the person out? It's like going up to the toilet and saying "poop," then flushing the toilet. It's pointless.

Because there's a system, and it's not just for stuff "they don't approve of." Most admins/mods do so for spam/trolling/flaming and serious derailing of threads.

Yes, meaning anything they see as unproductive. Which in some cases simply means they don't like it.
