The quality of chit-chat is basically a selection of peaks (which are few and far between, but extant) and troughs. If someone joined the site at a peak they're going to talk about how the quality has degraded, if someone joined during a trough their going to talk as if we're constantly wallowing in filth (and consequently making the peaks even rarer).
