Police in Manchester are under attack from a nuisance caller who raps about citizens rights in a Jamaican accent.

The police have launched an appeal (http://www.gmp.police.uk/mainsite/pages/8213BA44F211362B8025774B0020E948.htm) to locate the man, who has made around 700 phone calls in the last three months alone - costing the force around £1,000 in handling the calls.

The rogue rapper has plagued police emergency call centres since January 2009 with prank 999 calls rapping, singing, preaching and playing loud music.

Police said they have blocked more than 60 SIM cards in an attempt to kill off the nuisance calls, but the man continues to make the calls via unregistered mobile phones.

Working with a number of different mobile phone operators, police have established that most calls are made from either Moss Side or Old Trafford.

Superintendent Karan Lee, head of call handling at Greater Manchester Police, said: "Despite numerous attempts to block the phones he has been using, this man continues to call 999 to make his inappropriate outbursts."

"I would hope he does not do this out of malice because he is putting lives at risk. At busy times, the line can be blocked by his calls which mean people with a genuine emergency cannot get through.

Police have released clips of the man's phone calls in a bid to track him down, urging anyone who recognises his voice to get in touch.

Superintendent Lee added: "Nuisance calls are no laughing matter. I do not know what motivates this man has to keep calling, but it is not funny when we cannot respond to a real emergency and if anyone does know who is responsible, I would urge them in the strongest possible terms to come forward. We need to stop this man's time-wasting calls before someone's life is put in jeopardy."

Jason Unsworth, call handling manager, said the man is often on the phone for several minutes.

"He is causing us a big problem because of the sheet volume of calls he makes and the time wasted dealing with him. We have to treat each call as if it was a real emergency, so it's frustrating and worrying when we get time wasters preventing people with real emergencies coming through," he said.

$27? Are you sure, because that sounds way too high for a sim card - companies here practically give them away compared to that price, although some do cost a couple of pounds.

Haven't bought one in like 4 years. That's how much they were back then though. I got one for my "Shit you actually passed 7th Grade" party.

I dare say hes not frustrating the needs of that many genuine people. The last time i needed to phone the police on my own terms was about 6 years ago when a couple of thugs knocked out a mate of mine and i had to accompany him to hospital. It took just over 2 hours for the slap headed flack jacketed freeloaders to decide to turn up.

Dont forget we're talking about a service that puts the wants of the bourgeoisie first before the needs of anyone else.

lol, Manchester? I know this is probably petty (but American ignorance of the british isles is one of my pet hates) Its like one of the most industrialised and largest cities in Europe. Manchester is twinned with St Petersburg, and culturally probably more akin to LA or San Francisco.

not every locale in England is green fields, thatched tudor-esque cottages with tights wearing elizabethan men of the Queens court playing 'English country garden' on a lute blisfully unaware of the eminent onslaught of a thousand vikings lusting for nuns and pillage.
