Yeah, you look for the person who benefits and you will usually find the reason for a policy. Obama/Biden aren't so in thrall to Big Oil as Bush/Cheney, so I suppose a workaround had to be found.

Splits in the enemy ruling class are always of interest and very important. They should be exploited by the workers ruthlessly. Any embarrassments, setbacks, and especially defeats are even better.
