He later was murdered by baldwin-felts thugs and he wholeheartdly supported the miners struggle in the virginia mine-fields. His murder was partly a catalyst for the battle of blair mountain, where thousands of "red-necks" armed themselves to the teeth stood up against the mine company' private armies.

i think what is crucial here is that we are talking about a small town with a few elected officials. I assume this includes this cop guy. So we're talking about an elected cop. Quite a far cry from police departments nowadays.
