You could send him a letter. You just need $0.98 in stamps. Writing "Comrade Fidel Castro, Cuba" in the address box ought to get it there.

Im pretty sure he only talks to certain jouralists from time to time and people of importance. Mabey his recent ill health means he probibly doesnt do that anymore.
As for internet i highly doubt old castro has a hotmail account. Your best bet which is still pretty unlikely to sucseed is to write a letter to the cuban government, do governments even give letters to their heads of state?
Overall, probibly not?

It's not likely. Your best chance would be to write him in care of the Cuban Interests Section in DC, the Cuban Permanent Mission to the UN in New York, or the Cuban embassy in Mexico City.

I would translate your message in Spanish if you would like...although I suspect Fidel knows English even if he never speaks it anymore.

I am sure that he still understands it. I have seen old footage on Youtube of him speaking it to the press & various comrades. He speaks it slowly & makes major mistakes; but you can tell that the comprehension is there. Plus, that letter he wrote to FDR at age 12 is still in US possession. I think that he makes his wife translate everything for sheer convenience, personally.
