You mean the detrimental effects the fall of state-capitalism brought to the former Soviet Union. The fact is that the 1970's-80's USSR was rife with corruption, anti-semitism, national chauvinism, etc. The only difference is that there is no longer a fairly extensive social security net, and that market capitalism in Russian conditions allows for far more corruption and the ability to profit from it.

I've seen this before. Somewhat depressing to be honest. Especially the spike in xenophobia and fascism.

One question though, were the Cossacks always this nationalistic and racist?

The Cossacks were always divided within Russia. Some took part in the Red Army, though they tended to align themselves with the enemies of Russia. Like during the Red Army/white army conflict, most of them sided with the white army. During WW2, although most of them at the time sided with the Red Army, there were known Cossacks who remained defiant & sided with the Nazis.
