My favourite fascist on film was the captain in "Pan's Labyrinth". Amazing completely unlikeable character.

The Conformist (1972) by Bernardo Bertolucci examines the reasons for its protagonist's turn to fascism.

John Huston's Beat the Devil (1954) has a comic portrait of a British fascist in the character of the "Major."

Alfred Hitchcock's Saboteur (1942) has a chilling depiction of an American fascist businessman and the 5th column network he's set up.

Frank Capra's Meet John Doe (1941)also features an American fascist industrialist who tries to build a fascist movement around the title character; there's a scene of his private militia drilling on motorcycles that's based on actual activities of the Silver Shirts, an American fascist outfit.
