Parties agree to extend CA term, yet to ink deal

KATHMANDU, May 28: After marathon negotiations since morning, leaders have come to an agreement to extend the term of the Constituent Assembly (CA).

According to latest information, the leaders have even agreed to the wording of the agreement. Maoists have given up their stance that the agreement should include the word “resignation” of the prime minister and have agreed to write prime minister will ‘pave way’ for the formation of national consensus government at appropriate time.

"We are ready to help extend the CA terms if a commitment of resignation of the Prime Minister comes in a language that is understandable to people," Maoist Vice-chair Dr Baburam Bhattarai told the media.

However, Maoist leaders are demanding for gentleman’s agreement (not to be written anywhere or to be made public) on after how many days will Prime Minister Nepal resign. Nepali Congress and UML leaders have so far rejected to fix such a date for PM’s resignation.

Because of this difference, the parties are yet to ink the final deal.

That's odd, today's Jed Brant article said basically the opposite.

Jed Brandt's article was posted two hours before the deadline. The CA extension was implemented an hour before the deadline.

From what I can gather, the deadline for a constitution has been extended by a year. The PM has agreed to step down, and a new government will be formed led by the Maoists.

The reactionary parties have retreated in the face of the Maoist demonstrations, but they have not yet been defeated. That much is yet to come. The Maoists fought for decades for a Constituent Assembly, which has been the chief demand of Nepali communists since the foundation of the original communist party - they have committed to seeing the CA process through to the end.

Revolutions do not happen on a particular day. A revolution is a process, not an event.

Hehe, the 28th may is our National Independence Day. Seemed like too much of a coincidence to actually occur. Oh well :)

The constituent assembly will not be the vehicle for revolutionary change - seeing the CA process through to the end could well detract the Maoists from recognising the state of the revolutionary process and moving to establish organs of revolutionary change and follow through the revolutionary process.


Revolutions do not happen on a particular day. A revolution is a process, not an event.
This is correct - but the revolutionary process does not occur in a linear fashion and the revolutionary period do not exist indefinitely. Timing can be crucial and the maturity of the revolution can easily tip over into a degrading revolutionary situation facilitating a counter-revolution (something that the right appear to be using delaying tactics to achieve).
