Well, it's sort of complicated. You first need to find someone that'll host your website. You can find free hosts all over the net, all you need is an email account. Then you need a database backend where you will store every signers e-signature and other information you collect. This usually comes with the host, but you have to set it up, and if you have free hosting, they probably won't help you. Then you need a front end software, usually written in PHP, but this you might get away with finding one rather than have to write one yourself. I don't know, but it really wouldn't be all that difficult to write one, I don't think (this coming from someone who doesn't really know how to program, mind you).

You might want to try survey monkey though. They take care of everything, all you need is an account. I've never used it, but my understanding is that it's designed for online surveys, rather than petitions...but it should be customizable enough to fit your needs.

BTW, did you have a particular example in mind?

Indeed. Plenty of free ones around. The British Goverment even operates a site to do them for free regarding British Legislation, which I think kinda goes to show just how ineffective they are.
