This is an amazing drawing.
Its meaning is a little hard to grasp but the basic message is still clear.

Seems more like a representative of the proletariat, burdened, entangled and snared into the capitalist system welcoming the child into it's embrace with what limited care and affection it can offer. Prime time given to work, this means a fatiguing struggle to give time to those in ones care after work. As the proletariat only receives a small proportional share off of the value creation process - this means only a small portion of claim-notes to labor time and wealth to give to the child after living expenses and self-indulgences have been deduced.
The peace dove represents the ideal of communism, for it alone can root out the root cause of war and misery inherent to the capitalist system. That the dove is flying away I take to mean that with family and work the ideals and the effort, risk and time needed to put them into practice get ever more distant and harder to obtain.
