Spy planes / Spy drones?

How can activists deal with spy planes or spy drones? Big nets perhaps?

I've heard that those small Spy drones the Police use are useless in built up, urban areas and to be honest with you the only place i've seen one was at Summer Solstice @ Stonehenge. So that may just be true...
