Numerous MPs have come out in favour of a ban, and Helsinki is among the cities that fear that the begging situation will get out of hand. Many bodies have called for swift legislative changes.

According to a proposal by Chief Superintendent and National Coalition MP Juha Hakola, for example, the Public Order Act should be changed to make begging in several locations punishable with a fine. Proponents of the change hope that beggars arriving from abroad will get the message that it’s not worth coming to Finland.

Begging is most visible on the streets of large cities. In Helsinki alone, some estimates place the number of Romanian beggars at as high as a couple of hundred. The number is expected to rise as summer approaches.

Do you realize how ridiculous this hype is? "As high as couple hundred..." OOoh! The Helsinki metropolitan area contains roughly million inhabitants, so a couple hundred beggars is barely visible. Personally, having seen London and Rome I'd say that Helsinki is still almost Utopian city when it comes to crime and begging. The beggars are so few that I have started to recognize them by their faces!

But really, Helsinki city council has wanted to do this for couple years now, and still nothing has happened. I doubt they are able to pass anything, even if the conservatives of the suburbs would complain for the rest of their pathetic lives. At most they might ban begging in the few central plazas, but I find even that unpropable, considering the heavy left wing opposition in the city council. Helsinki city council is one of the few councils that have communist representatives, not to speak of the more popular reformist socialists of the "left alliance".

The reason why Helsinki times is making a fuzz about it, it because it is a newspaper that openly admits conservative bias. It has openly defended NATO membership and EU policies, common acts for finnish conservative parties.
