The army is being deployed! The government is moving to suppress the movement and break the strike.

KATHMANDU: The cabinet has decided to entrust Nepali Army with the task of handling the security of Central Secretariat of the government (Singha Durbar), telephone towers, power houses, airport, banks, vital installations and high-ranking officials. The decision to this effect was taken on the recommendation of the April 30 meeting of National Security Council, said a press release issued by the Ministry of Defence. Meanwhile, the government today claimed that the general public had begun to defy the indefinite general strike being enforced by UCPN-Maoist across the country. A press release issued by the Ministry of Home Affairs stated that the defiance shown by the public was purely spontaneous. The business community, professionals and consumers perturbed by the protracted bandh are getting united for a shared concern and it weighs the evidence against the general strike, added the press release. The ministry also urged the bandh supporters and anti-bandh protesters to exercise restraint and respect the peoples fundamental rights.

For reference, here is the section of the 2006 Comprehensive Peace Agreement that pertains to what the Nepali Army is allowed to do (Not that the feudals give a shit about following the treaty at this point):
4.6. The Nepali Army would be confined to the barracks as per the commitments expressed in the letter sent to the United Nations. Guarantee that its arms would not be used for or against any side. Keep similar quantity of arms of the Nepali Army in the store, seal it with single-lock system and give the key to the concerned side. For the UN to monitor it, a device with siren as well as recording facility will be installed. When there is need to examine the stored arms, the UN would do so in the presence of the concerned side. Prepare the details of technological arrangement including camera for monitoring as per the agreement among the Nepal government, the Maoists and the United Nations.
4.7. The cabinet would control, mobilise and manage the Nepali Army as per the new Military Act. The interim cabinet would prepare and implement the detailed action plan of democratisation of the Nepali Army by taking suggestions from the concerned committee of the interim parliament. This includes works like determination of the right number of the Nepali Army, prepare the democratic structure reflecting the national and inclusive character, and train them on democratic principles and human rights values
4.8. Continue the works of the Nepali Army such as border security, security of the conservation areas, protected areas, banks, airport, power house, telephone tower, central secretariat and security of VIPs.

So the government is still operating mostly within the terms of the peace treaty. They'll be sure to play that card... but this definitely goes against the spirit of the peace accords and it's probably going to lead to violence.

And it's about time too. They got this far not by peace, but because of taking violent measures. The peaceful strike is great & shows how organized they really are, but they need to finish this now through the same measures that got them in such a powerful majority in the first place.

Doesn't matter if one support his actions that he did on the IRS building (which I don't!) or what your personal opinion of him is. What he wrote in his manifesto was truth & something we all could agree to. So that's what I'll quote. Not the man, himself.
